About this program

The Department of Health and Human Services Indian Health Service funds sanitation facilities construction and related workforce development under CFDA 93.445, with the most recent grant award disbursed on August 1, 2024.

Activity under this program has been extremely limited. The portfolio shows only one grant award in the past two years, obligating $745 thousand in federal dollars. The program operates on a non-recurring funding model, with projects selected from a priority list mandated by Public Law 94-437 in consultation with applicable tribes. Average project length is four years, and obligated funds disburse upon receipt of approved invoices.

The single recent award diverges significantly from the traditional program scope. Rather than funding direct sanitation infrastructure construction—safe drinking water systems and waste disposal facilities for Indian homes and communities—the August 2024 award of $745 thousand (Cooperative Agreement D264IHS0001) to the American Indian Science and Engineering Society (AISES) funds a multi-year STEM recruitment and workforce development partnership. AISES will increase visibility and awareness of sanitation and engineering occupational pathways for American Indian and Alaska Native students through participation in national conferences, regional conferences, and the National American Indian Science and Engineering Fair, with an ultimate completion date of July 31, 2029. The effort targets civil and environmental engineering, healthcare facilities engineering, biomedical engineering, and environmental health officer roles to address chronic vacancy rates in tribal communities with inadequate sanitation resources.

The program is funded exclusively by the Indian Health Service; no other federal agencies participate. The assistance type is exclusively Cooperative Agreements.

A recent grant opportunity (HHS-2024-IHS-SEM-0001) posted June 7, 2024 with a due date of July 10, 2024, solicited applications under the same STEM recruitment theme. That solicitation designated AISES as a sole source for the cooperative agreement, indicating a non-competitive award pathway. No open opportunities are currently listed in the source.

The portfolio's extreme sparseness—one award over two years—suggests this program either operates episodically or its traditional infrastructure-construction mission has shifted toward workforce development activities. Before pursuing, verify current funding intent and solicitation schedule directly with the IHS Area Office.
