Children's Hospitals Graduate Medical Education (CHGME) Payment Program
Federal funding for graduate medical education (GME) is primarily provided by the Centers for Medicare and Medicaid Services (CMS) and goes to full service teaching hospitals that serve primarily adult patients. Freestanding children's hospitals receive little to no GME funding from Medicare because children's hospitals have a low Medicare caseload. The purpose of the CHGME Payment Program is to compensate for the disparity in the level of Federal GME funding for freestanding children's teaching hospitals versus other types of teaching hospitals. The CHGME Payment Program is administered by the Bureau of Health Workforce (BHW), Health Resources and Services Administration (HRSA), U.S. Department of Health and Human Services (HHS).

Children's Hospitals Graduate Medical Education (CHGME) Payment Program
The Children's Hospitals Graduate Medical Education (CHGME) Payment Program is a federal grant opportunity administered by the Health Resources and Services Administration (HRSA) within the Department of Health and Human Services. The program provides funding to freestanding children's teaching hospitals to support graduate medical education and train physicians across multiple specialties to provide quality care to vulnerable and underserved children. Eligible children's hospitals must submit an initial application and a reconciliation application by established deadlines. The applications require hospital demographic information, resident FTE counts, indirect medical education data, and other supporting documentation. Hospitals may be eligible for increases or reductions to their resident FTE caps under provisions of the Medicare Modernization Act and Affordable Care Act. The anticipated total available funding is $366 million for an estimated 59 formula-based payment recipients. Awards typically range from hundreds of thousands to hundreds of millions of dollars, with multi-year performance periods up to 7 years. The application process involves two phases, with the first phase due in Grants.gov on August 8, 2024 and the second phase due in the HRSA Electronic Handbooks on September 9, 2024.
