About this program
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration administers the Cooperative Agreements for State Treatment Outcomes and Performance Pilot Studies Enhancement program (CFDA 93.238), which has not issued new awards since June 2007. This program is no longer actively funding new applications.
The program supported state efforts to collect and standardize substance abuse treatment outcome data by funding the design or enhancement of state management information systems and outcome management systems. Funded activities examined treatment effectiveness and costs through standardized performance measures, with emphasis on inter-state data coordination among states receiving SAPT Block Grant funding. Recent awards included state evaluation infrastructure grants and technical assistance centers supporting data collection and outcome measurement.
The program issued 33 awards across its documented history, with peak activity in 2001–2002 (16 and 10 awards respectively) followed by sharp decline through 2007 (1 award). The portfolio is predominantly Project Grants at 73 percent of awards, with smaller shares of Cooperative Agreements (15 percent) and Block Grants (12 percent). The Department of Health and Human Services Substance Abuse and Mental Health Services Administration provided all 33 awards, obligating $13.1 million in federal dollars. Representative award magnitudes from 2001–2002 ranged from approximately $295 thousand to $1 million, with a few project grants reaching $600 thousand.
Recent awards in the available record include state division substance abuse data infrastructure grants (Block Grant TI14626, $0 obligated, September 2002) and state outcome evaluation project grants awarded in September 2002, including projects obligated at $594,870, $600 thousand, and $1 million respectively. A June 2007 cooperative agreement funded a community cancer prevention conference ($100 thousand).
No current or recently posted grant opportunities appear in the program record. The program has been inactive for nearly two decades and does not represent a viable pursuit avenue for new federal grant funding.
Objective and description
- Objective
To enable project States to collect information on SAPT Block Grant funded treatment services and monitor common substance abuse treatment effectiveness data measures across various State management information systems (MIS). This program will support evaluation programs to design or enhance State MISs or Outcome Management Systems which examine treatment effectiveness and costs through standardized performance and outcome measures while incorporating these common data measures on an inter-State (i.e., with the States acting mutually together) basis.
