About this program
The National Council on Disability (NCD), an independent federal agency, funds cooperative agreements to research and produce reports on disability policy advising the White House, Congress, and federal agencies, with the most recent grant opportunity posted in February 2023 (Solicitation NCD-23-02, due March 22, 2023). CFDA 92.002.
NCD awards funding exclusively through cooperative agreements, typically structured as one-year projects but shorter periods are possible depending on project complexity. The program funds applied research and policy analysis on disability-related federal programs, practices, and outcomes, with recent opportunities targeting clinical trial inclusion of people with disabilities, income and asset limitations affecting benefit recipients, employment tax law exclusions for workers with disabilities in sheltered settings, oral healthcare access and Medicaid reimbursement rates, workplace discrimination and bioethics, disaster response protocols, and educational policy. Each funded project produces a formal report with findings and recommendations directed at policymakers and federal agencies. Applicants must submit proposals meeting requirements posted on Grants.gov and ncd.gov; proposals are reviewed and scored by NCD staff and external experts on criteria including understanding of the issue, approach and procedural plan, organizational experience, and budget.
The program shows consistent recent activity. NCD posted funding opportunities regularly from 2017 through 2023, with solicitations spanning employment policy, healthcare access, civil rights enforcement, disaster preparedness, and bioethics. All applicant types are unrestricted; cost sharing is not required. Award values disclosed in recent opportunities ranged from $50,000 to $100,000 for individual reports, with estimated performance periods of six to ten months. No grant awards block is present in the source; no recent award examples are documented. No currently open opportunities are evident; the most recent solicitation (NCD-23-02) closed March 22, 2023.
