About this program
The Department of Education awarded the final grant under the State Fiscal Stabilization Fund (SFSF) - Race-to-the-Top Incentive Grants program (CFDA 84.395) on December 31, 2013, more than twelve years ago, and no new grant opportunities have been posted since the program's closure.
The program funded state and local education reforms across four core areas: adoption of internationally-benchmarked standards and assessments; recruitment, development, and retention of effective teachers and principals; construction of data systems measuring student success; and turnaround interventions in lowest-performing schools. Funded activities included development of comprehensive assessment systems valid for measuring student achievement against college- and career-readiness standards, and state incentive grants supporting broad educational reform implementation. The program also supported Race-to-the-Top Assessment consortia developing assessments to inform instruction, and Race-to-the-Top Early Learning Challenge grants improving quality early learning and development for low-income and disadvantaged infants, toddlers, and preschoolers.
The Department of Education obligated $4.27 billion across 15 Project Grants (100% of the assistance-type mix) between June 2010 and December 2013, with the heaviest concentration of awards in September 2010. Individual award magnitudes ranged from approximately $74 million to $696 million. Representative awards include Project Grant S395A100049 for State Incentive Grants funded at $687 million (September 2010), Project Grant S395A100068 for State Incentive Grants at $696 million (September 2010), and Project Grant S395B100003 for Comprehensive Assessment Systems at $175 million (September 2010).
This program is inactive. The most recent grant award closed over a decade ago with completion scheduled for August 2015. No current solicitation is open, and no recent grant opportunities have been posted. Pursuit of new funding under this Assistance Listing is not viable.
Objective and description
- Objective
The purpose of the Race to the Top program is to create incentives for comprehensive State and local reforms and innovations designed to lead to significant improvements in student outcomes. The objective of the Race to the Top State grants awarded in 2010 is to reward States that have made significant progress in achieving equity in teacher distribution; establishing a longitudinal data system; enhancing the quality of assessments; including English language learners and students with disabilities in State assessments; improving academic content and achievement standards; and providing effective support to schools identified for corrective action and restructuring. The Race to the Top Assessment Program provides funding to consortia of States to develop assessments that are valid, support and inform instruction, provide accurate information about what students know and can do, and measure student achievement against standards designed to ensure that all students gain the knowledge and skills needed to succeed in college and the workplace. These assessments are intended to play a critical role in educational systems by providing administrators, educators, parents, and students with the data and information needed to continuously improve teaching and learning, and help meet the President's goal of restoring, by 2020, the nation's position as the world leader in college graduates. The purpose of the Race to the Top - Early Learning Challenge (RTT-ELC) grants, awarded in December 2011, is to improve the quality of early learning and development and close the achievement gap for children with high needs. The RTT-ELC grant competition focuses on improving early learning and development for young children by supporting States' efforts to increase the number and percentage of low-income and disadvantaged children in each age group of infants, toddlers, and preschoolers enrolled in high-quality early learning and development programs; and designing and implementing an integrated system of high-quality early learning and development programs and services.
