About this program
The Department of Education Office of Postsecondary Education awards six- or seven-year Project Grants under CFDA 84.334 to states and partnerships providing college-readiness support to low-income secondary students, including those with disabilities; 39 awards totaling $5.97 billion in federal dollars have been obligated across the program's history, with the most recent tranche awarded on October 1, 2025.
The program funds financial aid information, academic support, counseling, mentoring, outreach, and supportive services aimed at reducing dropout risk and remediation needs while preparing eligible students for postsecondary enrollment and success. Representative recent awards include Illinois Statewide GEAR UP 2024-31 ($10 million), California GEAR UP ($4.998 million), Washington State GEAR UP ($10 million), and Colorado GEAR UP ($5 million), all awarded in October 2025. Smaller partnership-level awards span community colleges and district-level consortia, ranging from approximately $529 thousand (Cal Poly Humboldt GEAR UP) to $5.698 million (K20 GEAR UP The Metro).
All 908 awards in the portfolio are Project Grants. The Department of Education Office of Postsecondary Education dominates funding, accounting for 885 awards and $5.5 billion in federal dollars obligated; a secondary funding stream within the broader Department of Education accounts for 23 awards and $471.8 million. Combined federal and non-federal dollars obligated total $18.14 billion, indicating substantial matching or cost-share contributions from recipients. Award activity has accelerated recently: 39 awards were disbursed in 2025 and 36 in 2024, compared to 12 in 2023, 6 in 2022, and 29 in 2021.
Two solicitations closed recently: Partnership Grants (ED-GRANTS-061125-001) and State Grants (ED-GRANTS-061125-002) both posted June 11, 2025, with a due date of June 25, 2025. Earlier solicitations for both grant types were open from November 2024 through February 3, 2025. Eligible applicants are states and partnerships consisting of at least one degree-granting institution of higher education and at least one local educational agency. Peer review panels include representatives from public and private higher education and state and local education agencies. Multi-year renewal applications receive priority over new project applications, subject to demonstrated substantial progress and fund availability.
