About this program

The Department of Education Office of Career Technical and Adult Education operates CFDA 84.331 to fund educational and job-skills programs for incarcerated individuals pursuing secondary credentials and postsecondary certificates or degrees while in prison, with awards through October 31, 2012 (the most recent grant activity now 14 years old).

This program has not issued new grant opportunities since 2012. The portfolio shows 493 awards dispersed from 2001 through 2012, with activity concentrated in 2007–2010 (approximately 50 awards annually) before declining sharply to a single award in 2012. Combined federal dollars obligated total $192.1 million. The Department of Education Office of Career Technical and Adult Education funded 412 awards ($160.4 million), while the Department of Education funded the remaining 81 awards ($31.7 million). All awards in the program are Formula Grants distributed to states.

Representative recent awards from July 2010 include Formula Grant Q331A100045 to a recipient for $2.113 million, Formula Grant Q331A100010 for $1.091 million, and Formula Grant Q331A100005 for $879 thousand. Typical awards in the July 2010 cohort ranged from approximately $23 thousand to $2.1 million. The single 2012 award (Q331A100053) obligated $95,352.

No recent grant opportunities are posted. Given the 14-year gap in award activity and the cessation of new solicitations after 2012, this program appears inactive for pursuit purposes.
