About this program

The Department of Education Office of Elementary and Secondary Education awards grants under CFDA 84.310 to statewide organizations and consortia that establish family engagement centers providing parent education programs and technical assistance to state and local education agencies, with the most recent award dated October 1, 2024.

The program has a sustained 25-year funding history with 239 total awards since 2001. Recent activity shows variable but consistent award cycles: the program made 11 awards in 2023, 8 awards in 2022, and 1 award in 2024 as of the snapshot date. Awards are made annually on a competitive basis; following the initial competitively selected award, recipients may receive non-competing continuation awards subject to appropriations availability. Individual project awards typically range from approximately $1.9 million to $5.6 million, reflecting multi-year project periods of two to three years. Combined federal dollars obligated total $427.3 million, with an additional $352.6 million in non-federal cost-share contributions across all funded projects, indicating substantial recipient investment.

The program operates predominantly through Project Grants, which represent 100 percent of the award type in the portfolio. The Department of Education Office of Elementary and Secondary Education funds the vast majority of activity—227 awards representing $373.1 million—while the Department of Education Office of Innovation and Improvement provided 12 awards totaling $54.3 million. Recent representative awards include the Indiana Statewide Family Engagement Network ($3.26 million, October 2023), the Colorado Statewide Family Engagement Center ($2.11 million, October 2024), and the Louisiana Statewide Family Engagement Center ($3.14 million, October 2023). All recent awards are structured as multi-year project periods expiring between September 2025 and September 2026.

Applicants must be statewide organizations or consortia of statewide organizations, with some competitions requiring partnership with at least one state education agency. Continuation awards require substantial progress toward project goals, submission of all required reports, and continuation in the government's best interest.
