About this program
The Department of Education Office of Special Education and Rehabilitative Services funds vocational rehabilitation services delivery to American Indians with disabilities residing on or near Federal and State reservations through Assistance Listing 84.250, with the most recent grant awards issued October 1, 2025.
The program has operated continuously since 2001 and remains active. Awards have been issued consistently over the past several years, though at variable cadence: 44 awards in 2019, 45 in 2021, 6 in 2022, 38 in 2024, and 8 in 2025. The most recent award round distributed funds on October 1, 2025.
Funded activities center on culturally appropriate vocational rehabilitation services—including assessment, counseling, skill training, job placement, and employment support—delivered by tribal governing bodies and tribal consortia to eligible American Indians with disabilities. Representative recent awards include the Fort Belknap Vocational Rehabilitation Program ($977,716), the Shoshone-Paiute Tribes Vocational Rehabilitation Program ($435,257), and the Port Gamble S'Klallam Tribe Vocational Rehabilitation ($474,722), all awarded October 1, 2025 for one-year periods. Earlier awards show larger project magnitudes: the Great Lakes Inter-Tribal Council Vocational Rehabilitation for Native Americans Program received $4.88 million on October 1, 2024 for a two-year performance period.
The portfolio consists almost entirely of Project Grants (98 percent of 440 total awards), with a small share of Block Grants (2 percent). The Department of Education Office of Special Education and Rehabilitative Services dominates funding, accounting for 436 awards and $809.7 million in federal dollars obligated; a second Department of Education entity issued 4 awards totaling $9.2 million. Combined federal obligation across the program totals $818.9 million, with total obligated dollars including non-federal matching at $1.09 billion.
An open grant opportunity (ED-GRANTS-110624-001, Assistance Listing 84.250R) has an application deadline of April 7, 2025. Eligible applicants are federally recognized tribal governments, non-federally recognized tribal organizations, and other entities meeting Indian Tribe definitions under section 7(9) of the Rehabilitation Act. The program also reserves 1.8 to 2 percent of AIVRS funds for training and technical assistance to tribal governing bodies, available through a separate competition (84.250Z).
Objective and description
- Objective
To make grants to the governing bodies of Indian tribes (and consortia of such governing bodies) located on Federal and State reservations to provide vocational rehabilitation services to American Indians with disabilities who reside on or near such
- Description
The Rehabilitation Act requires the Department to reserve between 1 percent and 1.5 percent of the funds appropriated for the VR State grants program for the American Indian Vocational Rehabilitation Services (AIVRS) program (Section 121 of the Act), which pays part of the costs of VR services for American Indians who are individuals with disabilities residing on or near a reservation. The Department also must use between 1.8 percent and 2 percent of AIVRS funds to provide training and technical assistance to governing bodies of Indian tribes located on Federal and State reservations.
