About this program
The Department of Education Office of Innovation and Improvement operates the Star Schools program (CFDA 84.203), which funds development and delivery of improved instruction in mathematics, science, foreign languages, and vocational education, with particular emphasis on serving disadvantaged populations, limited-English proficient students, and individuals with disabilities. The program is not currently active for new applications; the most recent grant award was October 1, 2005, over 20 years ago.
The program has made 29 Project Grants totaling $73.2 million in federal obligations across its documented history, with recipient cost-share adding $183.7 million in non-federal dollars. Award activity concentrated in 2001–2005, with nine awards in 2002 alone and declining volume thereafter. All funding came through the Department of Education Office of Innovation and Improvement, which administered the full portfolio.
Recent awards show significant variation in magnitude. The largest single grant obligated $54.3 million (Project Grant U203G050022, October 1, 2005, through September 30, 2009). Other substantial 2005 awards included $43.8 million (U203G050007) and $40.2 million (U203G050005), all supporting Star Schools programming. April 2004 grants to general education projects ranged from $1.7 million to $4.5 million (R203F000039 through R203F000033). Earlier cohorts in 2001–2003 included smaller awards such as a $100 thousand unsolicited application award in September 2003 and a $2 million unsolicited proposal award in September 2001.
No recent grant opportunities are currently posted under this Assistance Listing. The absence of awards after 2005 and lack of posted solicitations indicate the program has been inactive as a funding vehicle for approximately two decades. Organizations seeking federal support for mathematics, science, and language instruction should verify current program status with the Department of Education or explore successor programs.
