About this program
The Department of Education Office of Postsecondary Education is funding overseas group projects in foreign language and area studies training, research, and curriculum development for U.S. teachers, faculty, and students, Assistance Listing 84.021, with the most recent grant awards disbursed on August 1, 2024.
The program supports short-term seminars, curriculum development, and group research projects lasting 5 weeks to 24 months, as well as long-term advanced intensive language training programs. Recent awards funded projects including intensive Arabic language and culture training in Jordan (American Councils, $300 thousand and $544 thousand for semester and academic year fellowship dispersals), advanced intensive Turkish language programs in Istanbul ($254 thousand), advanced intensive Indian language programs at multiple sites in India ($691 thousand), and short-term curriculum seminars for K-12 educators in destinations including Mexico, Tanzania, South Africa, and Indonesia. Projects address linguistic competency, cultural knowledge, and preparation of teachers and prospective teachers for roles in foreign language education.
Over the past five years, the program has awarded roughly 25–31 grants annually, totaling 730 awards since 2001 and obligating $84.3 million in federal dollars (with $111 million in total dollars obligated including non-federal cost-share). The Department of Education Office of Postsecondary Education funds 98 percent of awards by count (714 awards, $82.6 million federal dollars), with a smaller share from the Department of Education proper. Grants are predominantly Project Grants (93 percent of awards) with a smaller share of Block Grants (7 percent), which typically fund fellowship programs administered by consortia or organizations like American Councils and the American Institute of Indian Studies.
Individual award magnitudes for short-term projects typically range from roughly $104 thousand to $258 thousand; block grants for long-term intensive programs range from $219 thousand to $691 thousand. Eligible applicants include higher education institutions, state educational agencies, private nonprofit organizations, and consortia. Participants must be U.S. citizens, nationals, or permanent residents employed full-time in schools or higher education, including K-12 teachers, faculty teaching modern foreign languages or area studies, experienced administrators in language or area studies programs, and graduate students or advanced undergraduates planning teaching careers; Advanced Overseas Intensive Language Training participants outside teaching can apply if pursuing language skills and cultural knowledge vital to U.S. national security.
