About this program

The Department of Education Office of Elementary and Secondary Education awards formula grants under CFDA 84.013 to fund educational services for neglected and delinquent children and youth in state-run institutions for juveniles, community day programs, and adult correctional facilities, with the most recent award disbursed on July 1, 2026.

The program supports educational continuity and transition services for incarcerated and institutionalized youth ages 5–17, including classroom instruction, dropout prevention, and reentry support to enable successful transitions to school or employment upon release. State Educational Agencies (SEAs) eligible to apply include those providing free public education in institutions for neglected or delinquent children, community day programs, or adult correctional institutions. SEAs retain and distribute allocations to Local Educational Agencies, particularly those with high concentrations of youth in local correctional facilities. State plans require annual updates, and awards are made on a formula basis, typically between July 1 and September 30, with funds remaining available for an additional fiscal year.

The program is highly active with stable award volume: 49–51 awards per year over the past five years, totaling 1,336 historical awards since 2001. Recent grants have been disbursed consistently, with 49 awards in fiscal 2026. Combined federal dollars obligated across the portfolio total $1.22 billion. The Department of Education Office of Elementary and Secondary Education accounts for 1,253 awards ($1.15 billion), with the broader Department of Education funding 83 additional awards ($78.7 million). All awards are formula grants; no other assistance types appear in the portfolio.

Recent awards range from roughly $58 thousand to $5.9 million. Representative recent grants (July 2026) include Formula Grant S013A260010 for $5.9 million, Formula Grant S013A260009 for $3.9 million, and Formula Grant S013A260032 for $2.5 million. Typical awards cluster between $300 thousand and $1.5 million. No recent grant opportunities are posted; the source does not indicate an open solicitation period. Non-federal entities expending $750 thousand or more in federal awards annually are subject to single audit requirements under 2 CFR 200, Subpart F. Project records must be maintained for three years.
