About this program
The Department of Energy National Nuclear Security Administration funds pre-apprenticeship and apprenticeship programs that train secondary and postsecondary students for skilled trades and technical positions at NNSA National Laboratories and covered facilities under CFDA 81.251, with the most recent grant awards disbursed in August 2023.
The ACCESS Program (Apprenticeships for Complete and Committed Employment for Specialized Skills) addresses workforce gaps in skilled trades essential to NNSA's national security missions. Funded projects train apprentices in mechanical trades, electrical trades, industrial hygiene, fire protection engineering, health physics, radiological control technician roles, nuclear criticality and safety, computer and electrical engineering, cybersecurity, project management, and related technical disciplines. Awards require that recipients provide recognized postsecondary credentials aligned with NNSA facility needs, establish systematic instruction and workplace learning, recruit and support diverse candidate pools, and demonstrate successful job placement outcomes in technician positions.
The program operated as Project Grants exclusively, with two awards totaling $1.3 million in federal obligations and $10.2 million in combined federal and non-federal dollars obligated. The United Association of Journeymen & Apprentices in the Plumbing & Pipefitting Industry received $1.8 million to train 17 HVAC/R technicians for Sandia National Laboratories and 100 pipefitters for Los Alamos National Laboratories, with diversity, equity, and inclusion components and an ultimate completion date of June 2028. A second $8.4 million award was obligated in August 2023 with completion targeted for June 2024.
Eligible applicants are workforce intermediaries or apprenticeship program sponsors that demonstrate experience implementing career pathways, maintain relationships with NNSA laboratories, understand technician workforce needs and security requirements, can recruit and support candidates, and show successful track records connecting program graduates to relevant careers. Recipients expending $750,000 or more in federal awards annually must undergo a single or program-specific audit under 2 CFR 200. Grants support five-year terms.
No recent grant opportunities are currently posted. The most recent solicitation (DE-FOA-0002681) closed July 7, 2022, with cost-share required and award ceilings and floors subject to earmarking. Proposals are submitted through grants.gov and reviewed on program quality, recruiting pool diversity and size, relevance to facility needs, management team qualifications, and program flexibility to adapt to changing NNSA workforce requirements.
