About this program

The U.S. Department of Energy's Energy Information Administration funds state cooperative agreements under the State Heating Oil and Propane Program (CFDA 81.138) to collect weekly residential heating fuel prices during the winter heating season, with the most recent grant award disbursed on April 15, 2021.

The program supports a federal-state data collection partnership where state energy offices conduct weekly telephone surveys of heating oil and propane dealers from October through March to gather retail price information. That data is published free by EIA to serve consumers, policymakers, businesses, and analysts seeking transparency in home heating fuel markets. Eligible applicants are state energy offices and state agencies in jurisdictions where residents consume heating oil and propane for residential purposes. Awards are structured as five-year cooperative agreements, with recipients required to submit applications on OMB Circular A-102 forms every five years. States not currently participating must send an email expressing intent to apply to the survey manager, though EIA notes it may not be able to accommodate all requests for participation.

The portfolio reflects predominantly Cooperative Agreement awards (98 percent of 52 total grants) with one Block Grant. The Department of Energy Energy Information Administration accounts for 23 awards totaling $2 million in federal dollars obligated, while the broader Department of Energy reports 28 awards totaling $1.1 million. Combined federal dollars obligated across all funders reach $3.1 million, with $5.2 million in total obligated funds including non-federal cost-sharing. Representative awards show typical annual cooperative agreement values ranging from under $15,000 to over $400,000; New York's award was $413,256, Massachusetts received $423,472, and Maine was granted $175,000, all authorized through September 2026.

Recent grant activity has slowed significantly. The most recent awards date to April 2021, and the portfolio shows an irregular cadence with only two awards in 2021 after 25 in 2016. The program's funding history extends to at least 2011. No current grant opportunities are open.

Objective and description

Objective

State Heating Oil and Propane Program (SHOPP) is a joint data collection effort between heating oil and propane consuming States across the United States and the U.S. Department of Energy/U.S. Energy Information Administration (EIA). https://www.eia.

Description

When winter comes, millions of American families rely on heating oil and propane to keep their homes warm. The State Heating Oil and Propane Program (SHOPP) is a vital public service that tracks the weekly price of these essential fuels, providing a clear, unbiased picture of what people are paying across the country. This program is not about setting prices, but about providing information. Through cooperative agreements, the U.S. Energy Information Administration (EIA) partners with state energy offices to collect residential heating oil and propane prices every week during the heating season (October through March). The EIA then publishes this data for free, bringing crucial transparency to the home heating market. This program serves two key groups: State Governments: SHOPP provides federal financial assistance to state energy offices. This funding supports their efforts to gather accurate, local price data directly from fuel retailers in their communities. The American Public: The ultimate beneficiary is you. The data we collect empowers everyone. Families can use it to understand heating costs and budget for the winter. Businesses can track market trends. Journalists, economists, and policymakers rely on this trusted information to make informed decisions that affect energy policy and assistance programs. What makes SHOPP unique is its federal-state partnership. This isn't a top-down federal program; it is a collaborative effort that leverages the local expertise of state energy offices to gather reliable, on-the-ground data. This cooperative structure ensures the information is both accurate and relevant to the communities being served. By providing a consistent, trusted, and publicly funded source for residential fuel prices, SHOPP cuts through market noise to answer one simple, important question: "What does it cost to stay warm?"

Eligibility

Applicant eligibility

SHOPP is a joint data collection effort between States that consume heating oil and propane for residential heating purposes across the United States and the U.S. Department of Energy/Energy Information Administration (EIA).

Beneficiary eligibility
