About this program

The Department of Energy's Office of Legacy Management funds long-term surveillance, maintenance, and environmental remediation activities at DOE legacy sites under Assistance Listing 81.136, with the most recent award issued on April 1, 2025. The program finances site-specific oversight, groundwater compliance monitoring, environmental restoration, and community engagement at former DOE nuclear weapons production facilities and test sites.

Award activity has been consistent but modest, averaging fewer than two awards per year over the past five years; 78 total awards have been issued since 1996. The Office of Legacy Management has dominated funding, accounting for 53 awards totaling $81.6 million in federal dollars obligated, while the broader Department of Energy entity has awarded 19 grants for $66.5 million. Environmental Management and Science offices have funded a smaller share. Combined federal dollars obligated across all awards total $180.5 million, with recipients contributing a minimal additional $1.7 million in non-federal match. The assistance-type mix is predominantly Project Grants (55 percent) with a substantial share of Cooperative Agreements (44 percent) and a single Block Grant.

Recent awards reflect the program's operational scope. Fort Lewis College, San Juan College, Diné College, Central Wyoming College, and Navajo Technical University each received $1.2 million in October 2023 for minority student education in environmental science and STEM. The Aleutian environmental oversight program received $298,291 in August 2023. A Weldon Springs site oversight block grant of $168,000 was awarded in April 2025. Earlier awards include environmental restoration oversight at the LEHR site near Davis, California; uranium mill tailings groundwater compliance projects in Colorado and Utah; and long-term surveillance at Amchitka Island, Alaska and other nuclear test sites. A $2.9 million cooperative agreement supports defense-related uranium mines inventory in Utah through 2027.

Applicants must have site-specific eligibility tied to DOE legacy locations and regulatory agreements. Nearly all awards are sole-source. Proposals require a Standard Form 424 application, budget information forms, and a detailed written proposal submitted through corporate or institutional officials to the project office. Award review occurs throughout the fiscal year with 90 to 180-day processing timelines. No recent grant opportunities have been posted for public competition; the program operates primarily through targeted, site-based solicitation.
