About this program
The Department of Energy funds state and tribal government cooperation on safe transport planning, emergency preparedness, and accident prevention related to transuranic waste shipments to the Waste Isolation Pilot Plant (WIPP) under Assistance Listing 81.106, with the most recent grant award disbursed on July 1, 2026.
The program has sustained activity since 1988, with 59 total awards and a recent cadence of one to three awards annually over the past five years. Grant awards obligate combined federal dollars of $399.8 million, with the most recent awards ranging from $50 thousand to $2.42 million. The Department of Energy Office of Environmental Management leads by award count (33 awards, $77.4 million) while the Department of Energy proper dominates by federal dollars obligated (26 awards, $322.4 million). The portfolio is predominantly Cooperative Agreements (86 percent of awards), with smaller shares of Project Grants (10 percent) and Block Grants (3 percent).
Funded activities center on accident prevention, emergency preparedness, and transportation planning for radioactive materials moving through WIPP corridors. Recent awards support tribal participation in emergency preparedness (Cooperative Agreement DEEM0005369, $50 thousand, awarded July 2026, five-year term through June 2031); states' participation in accident and emergency preparedness coordination (Cooperative Agreement DEEM0005347, $2.42 million, awarded November 2025, five-year term); and training of enforcement officers conducting vehicle inspections. The program also historically funded transportation corridor road improvements; earlier mega-awards included project grants for highway improvement totaling over $290 million across the 1997–2012 period.
Eligibility is restricted to entities designated by the Western Interstate Energy Board, Southern States Energy Board, State of New Mexico, Council of State Governments (Midwest region), and individual tribal governments along WIPP transportation routes. Awards are made by DOE Carlsbad Field Office and may be renewed as long as WIPP shipments continue through the applicant's jurisdiction. Recipients must meet Single Audit Act requirements and retain financial records for three years after final financial report submission.
