About this program
The Nuclear Regulatory Commission is currently pausing the University Nuclear Leadership Program (CFDA 77.008), with no new awards made since January 2025 pending a wholesale policy review to comply with Executive Order 14332 on federal grantmaking oversight, though existing funded grants remain active.
Historically, the program has funded scholarships, fellowships, and research and development activities at institutions of higher education. The portfolio encompasses 686 awards since 2007, totaling $211.8 million in federal obligations with an additional $21.5 million in non-federal cost-share. Award volume has fluctuated significantly in recent years, declining from 57 awards in 2024 to only 6 in 2025 before the pause. The program is predominantly Project Grants (97 percent of awards), with small shares of Block Grants and Cooperative Agreements. The Nuclear Regulatory Commission Central Office accounts for 442 awards and $151.6 million in federal dollars obligated, while the Nuclear Regulatory Commission issued 244 awards worth $60.3 million.
Recent grant activities show a split portfolio. Scholarship and fellowship awards through June 2024 funded undergraduate and graduate nuclear engineering programs at institutions including North Carolina State University, Rensselaer Polytechnic Institute, and the University of Michigan, typically in the $200 thousand to $800 thousand range per institution over three to four years. Research and development awards from November 2024 through January 2025 supported advanced nuclear technology projects—additive manufacturing for nuclear applications, advanced reactor cybersecurity, seismic risk assessment, molten salt reactor thermophysical properties, and autonomous monitoring systems—each at approximately $500 thousand over three years.
The most recently posted grant opportunity (Solicitation 31310025K0001) for FY 2025 Research and Development Grants was posted November 27, 2024, with a February 14, 2025 deadline, accepting applications from higher education institutions (public and private) and other organizations. The prior educational opportunity (31310024K0002) closed September 6, 2024.
Do not pursue new applications under this program in the near term. The January 2025 pause halts new award cycles pending policy reform, and no timeline for resumption is stated.
