About this program
The Environmental Protection Agency is awarding competitive Project Grants under the Clean Communities Investment Accelerator (CFDA 66.960) to hub nonprofits that distribute capital and technical assistance to community lenders financing clean technology deployment in low-income and disadvantaged communities, with the most recent award issued July 1, 2024.
This program, authorized under the Inflation Reduction Act and Section 134 of the Clean Air Act, funds hub nonprofits acting as intermediaries to pass capitalization funding and technical assistance to networks of community development banks, credit unions, community development financial institutions, and minority depository institutions. The funded activities center on deployment of distributed renewable energy generation and storage, net-zero emissions building construction and renovation, building retrofits, EV charging infrastructure, fleet electrification and zero-emission vehicle financing, and associated community engagement and workforce development. Hub recipients subgrant to community lenders who then finance projects directly in target communities.
The portfolio comprises five Project Grants, all funded by the Environmental Protection Agency Office of the Administrator, totaling $6 billion in federal obligations obligated between April 1 and July 1, 2024. Award magnitude is substantial: Opportunity Finance Network received $2.290 billion, Inclusiv received $1.870 billion, Justice Climate Fund received $940 million, Appalachian Community Capital Corporation received $500 million, and Native CDFI Network received $400 million. All five awards carry completion dates of June 30, 2030 or later.

Award competition is governed by EPA's policy framework and standard dispute resolution procedures; the agency reviews and evaluates applications against criteria stated in each NOFO, with specific submission deadlines and anticipated selection dates communicated through the Notice of Funding Opportunity.
