About this program
The Environmental Protection Agency administers Environmental Policy and State Sustainability Grants (CFDA 66.940), with the most recent grant award issued on October 1, 2009—over 16 years ago. This program is not currently active and no recent grant opportunities are available for pursuit.
The program historically funded state and local government capacity-building in three areas: analyses, studies, and demonstration projects supporting greener economy development and climate change adaptation; comprehensive, integrated approaches to sustainable environmental protection; and adoption of environmental outcome measurement and evaluation by state and local governments. Recent awards reflected this scope concretely: Wisconsin's Small Business Clean Air Assistance Program partnership received $381,245 for state collaboration on clean air initiatives; a Lean and Green program received $320,000 for industrial facility recruitment and development; New York's Environmental Results Program received $445,552 to implement compliance assistance for autobody shops and printing facilities; and New Hampshire's initiative received $459,719 to evaluate innovative land-use and development practices adoption by developers and municipalities.
The portfolio consists of 29 awards totaling $4.9 million in federal dollars obligated (combined total with non-federal match: $6.5 million), issued exclusively by the Environmental Protection Agency between February 2006 and October 2009. Awards were predominantly Project Grants (97 percent) with one Cooperative Agreement. Award volume declined sharply over the program's active period—17 awards in 2006, 7 in 2007, 3 in 2008, and 2 in 2009—signaling program wind-down. Typical award magnitudes ranged from $189,000 to $459,719.
The program description notes that FY 2011 received no funding and that new priorities may emphasize innovative practices for greener economies and climate change adaptation, but no evidence in the source indicates resumed activity post-2009. This program should be treated as inactive pending confirmation of current funding status.
Objective and description
- Objective
Competitions and assistance under this announcement would focus one or more of three topic areas: 1) supporting analyses, studies, evaluations, demonstration projects and conferences that lead to an improved understanding for states and communities of how to build greener economies, or provide improved capacity for states and through them, their communities, to implement strategies for adapting to climate change, and managing for sustainability; (2) promoting comprehensive, integrated (multi-media or cross-media) and transferable approaches to sustainable environmental protection and management; (3) promoting the adoption at state and local government levels of environmental outcome measurement and evaluation that are essential to measuring and transferring success. Funding Priority - Fiscal Year 2011: This program is not being funded in FY 11. Historically, the theme of our solicitation has been "Innovation in Permitting", however, new priorities may focus on ways for states and other government entities to promote innovative practices to build a greener economy, address climate change adaptation and other emerging themes.
