About this program
The Environmental Protection Agency funds state-authorized hazardous waste management programs under Assistance Listing 66.801, with the most recent grant awards dated January 2026. The program supports state development and implementation of Resource Conservation and Recovery Act (RCRA) programs that control hazardous waste generation, transportation, treatment, storage, and disposal through permitting, inspections, enforcement, corrective action, and compliance assistance. Over 638 awards totaling $1.26 billion in federal obligations have been distributed since 1991, with $1.73 billion in combined federal and non-federal dollars obligated.
Awards are predominantly Formula Grants at 58 percent of the portfolio, with Project Grants comprising 41 percent and Cooperative Agreements at 1 percent. The Environmental Protection Agency (EPA) central office dominates funding, accounting for 551 awards and $883.4 million in federal dollars obligated, representing 70 percent of all awards. EPA's regional offices—particularly Region 4 ($101.7 million across 15 awards), Region 9 ($75.1 million), Region 3 ($64.2 million), and Region 2 ($54 million)—provide supplemental state-specific support. Recent award activity shows 18 awards in 2025 and 12 in 2022, with a recent dip to 8 awards in 2024 and only 2 awards through January 2026.
Representative recent awards include: North Carolina Department of Environmental Quality, $61 million (Project Grant, October 2025) for post-Hurricane Helene debris management, hazardous waste training, and equipment procurement; Virginia Department of Environmental Quality, $13.6 million (Formula Grant, October 2025) for storm debris removal and regional response planning; Idaho Department of Health, $2.49 million (Formula Grant, January 2026) for permitting, corrective action, and pollution prevention; and Kansas Department of Health and Environment, $1.16 million (Formula Grant, January 2026) for ongoing RCRA program implementation.
The program operates on an annual renewal cycle for authorized states. Grants are renewed annually provided recipients meet all requirements and maintain compliant annual work programs. The EPA's regional offices assist applicants in preparation, and recipients undergo annual inspections and audits by the EPA Office of Inspector General and the Comptroller General. No open grant opportunities are currently posted in the source material. Recipients must maintain financial records for three years from final expenditure report submission.
