About this program
The Environmental Protection Agency funds state and tribal lead-based paint professional certification and training programs under CFDA 66.707, with the most recent grant award dated October 1, 2025.
This program supports states, territories, and Indian tribes in developing and implementing lead-based paint activities training and certification programs, pre-renovation education programs, and renovation, repair, and painting programs aimed at eliminating childhood lead poisoning. Funded activities include processing training organization and firm applications, conducting audits of accredited training entities, certifying individuals and firms engaged in lead-based paint work, inspecting work sites for compliance, and maintaining databases to track certifications and enforcement actions. Recipients also develop work practice standards, provide compliance assistance and outreach, and administer third-party certification examinations for lead professionals working on residential housing built before 1978.
The program is predominantly Project Grants (98 percent of 721 awards), with smaller shares of Cooperative Agreements (1 percent) and Formula Grants (less than 1 percent). The Environmental Protection Agency provided 714 of 734 total awards for $184.3 million in federal dollars obligated; five EPA regional offices (Region 6, Region 1, Region 4, and Region 7) account for the remaining 20 awards totaling $12 million. Combined federal and non-federal dollars obligated reach $204 million, indicating modest recipient cost-share contributions across the portfolio.
Recent grant awards have been sparse but steady. Over the past five years (2021–2025), the program disbursed one to three awards annually. Recent awards include $560 thousand to Massachusetts Department of Labor Standards to conduct lead-safe renovation inspections, training provider audits, and third-party online certification exam administration (October 2024); $575 thousand to Louisiana Department of Environmental Quality for lead-based paint accreditation program administration and oversight of certified individuals (October 2024); and $75 thousand to Cherokee Nation to maintain infrastructure for administering its authorized lead-based paint program, including processing applications, conducting inspections, and responding to complaints (October 2025). Representative awards range from approximately $75 thousand to $1.6 million.
No current grant opportunities are present in the source. Applicants must reapply for grant funding each fiscal year. Award notification occurs approximately 90 days after the application submission deadline. Evaluation and selection criteria and regional application procedures are available from the appropriate EPA Regional Office. The program has awarded grants continuously since 1995.
