About this program
The Environmental Protection Agency's Office of the Administrator administers Surveys, Studies, Investigations and Special Purpose Grants (CFDA 66.610), which funds state environmental capacity building, interstate coordination on environmental protection topics, and special-purpose environmental projects, with the most recent grant award dated January 1, 2023.
Activity in this program has been sparse in recent years. The portfolio reflects 98 total awards spanning from October 2002 to January 2023, but annual award volume has declined significantly—only one award per year in 2021 and 2023, and two awards in 2020 and 2016. Combined federal dollars obligated total $15.1 million, with a non-federal cost-share adding $1.2 million. The program distributes Project Grants exclusively; no Cooperative Agreements or other assistance types appear in the portfolio despite the Office of the Administrator's program guidance mentioning them.
Funding concentration is minimal: 93 awards worth $9.2 million come from the Environmental Protection Agency general line, and five awards worth $5.9 million come from the Environmental Protection Agency Office of the Administrator Funding Office. Both entities operate under the same agency.
Representative recent awards illustrate the program's scope. A January 2023 project grant of $1.734 million to the Environmental Council of the States (ECOS) supports nationwide state coordination on air and water quality, drinking water, toxics, solid and hazardous waste, emerging contaminants, climate change, environmental justice, compliance and enforcement, and state capacity building through research, training, webinars, and committee work. An October 2021 award of $1.190 million to the Interstate Technical and Regulatory Council (ITRC) funds development of best-practice guidance, training resources, and technology overviews addressing innovative environmental solutions across fifteen to twenty technical teams. An August 2020 award of $550,000 supported website maintenance and collaboration services for the Small Business Environmental Assistance Program (SBEAP).
One grant opportunity is currently open: EPA-OA-OSDBU-25-01 (solicitation number), posted October 1, 2024, with a due date of December 2, 2024. This Cooperative Agreement opportunity seeks proposals to manage the National 507 Program's communication and collaboration activities, including website management, state contact coordination, and annual training event support. Eligible applicants are limited to "Other" entity types per the posting. Two prior related opportunities for SBEAP support were posted in January 2020 and June 2017, suggesting roughly three-year solicitation cycles for this specific activity stream.

Assistance agreement awards under this program may involve or relate to geospatial information. Geospatial information is information that identifies the geographic location and characteristics of natural or constructed features or boundaries on the earth, or applications, tools, and hardware associated with the generation, maintenance, or distribution of such information. This information may be derived from, among other things, GPS, remote sensing, mapping, charting, and surveying technologies, or statistical data. Further information regarding geospatial information may be obtained by viewing the following website: Geospatial Resources at EPA (https://www.epa.gov/geospatial). Funds awarded under Section 311(b)(3) of CERCLA must be used for projects relating to innovative or alternative treatment technologies that may be utilized in response actions to achieve more permanent protection of human health and welfare and the environment. This program makes Federal awards on a discretionary basis. A discretionary award means an award in which the Federal awarding agency, in keeping with specific statutory authority that enables the agency to exercise judgement ("discretion"), selects the recipient and/or the amount of Federal funding awarded through a competitive process or based on merit of proposals. A discretionary award may be selected on a non-competitive basis, as appropriate. For further information, please contact the Headquarters office.
- Length and time phasing of assistance
EPA normally funds grants and cooperative agreements on a 12-month basis. EPA can negotiate the project period with each applicant based on project requirements. EPA has limitations on project periods, and grants and cooperative agreements may be incrementally or fully funded. These determinations are made by EPA.
