About this program

The Environmental Protection Agency (EPA) funds consolidated environmental infrastructure and management grants for U.S. insular territories—American Samoa, Guam, the Commonwealth of the Northern Mariana Islands (CNMI), and the U.S. Virgin Islands—under Assistance Listing 66.600, with the most recent award disbursed on May 1, 2026.

The program consolidates multiple EPA environmental grant lines into single applications and awards, allowing territories to integrate funding from drinking water state revolving funds, clean water state revolving funds, hazardous waste management, nonpoint source pollution, water quality monitoring, air quality, and pesticide programs. Recipients prepare a unified budget and work plan allocating consolidated funds across included programs according to territory priorities. Consolidated grants to Guam, American Samoa, and CNMI are 5-year grants or cooperative agreements; the application process takes approximately 90 days.

Grant awards have remained steady at 6 to 8 per year in recent fiscal years, with 139 total awards spanning since 1996. The program is dominated by Formula Grants (94 awards, 68 percent of the portfolio), supplemented by Cooperative Agreements (39 awards, 28 percent) and a small share of Project Grants (6 awards, 4 percent). Combined federal dollars obligated total $1.16 billion. EPA Region 9 leads by dollar volume with $718.3 million across 32 awards, followed by the national EPA office with $301 million across 102 awards, and EPA Region 2 with $139.3 million across 5 awards.

Representative recent awards show the concentration on water and wastewater infrastructure. The Guam Waterworks Authority received $32.1 million in May 2026 for drinking water and wastewater construction including fats, oils, and grease facility installation, forcemain rehabilitation, and dieldrin mitigation. American Samoa Power Authority received $30.7 million in April 2026 for water tank installation and replacement, waterline replacement, sewer lift station rehabilitation, and wastewater treatment improvements. The Virgin Islands Department of Planning and Natural Resources received $31.8 million in October 2025 under the Bipartisan Infrastructure Law for drinking water distribution line replacement, wastewater collection system repair, and asset management.

The program also funds multi-year consolidated environmental management agreements spanning air, water, and land protection. The Guam Environmental Protection Agency received $50.9 million in October 2023 for five-year implementation of primary enforcement for the Safe Drinking Water Program, water quality monitoring, watershed management, brownfields cleanup, and pesticide management. No recent grant opportunities are currently open.

Description

The EPA provides consolidated grants to environmental agencies and utilities in American Samoa, CNMI, Guam, and the U.S. Virgin Islands. These grants enable eligible applicants to integrate funding from various environmental programs, such as hazardous waste management, non point source pollution, water quality monitoring, air quality, pesticides, into a single application. For consolidated grants, applicants must prepare a unified budget and work plan that outlines each included program, the funding amount from each, and how funds support each work plan component. When these grants are consolidated, the funds may be allocated to any of the uses specified in any of the assistance programs funded by grants being consolidated, in a proportion to be determined by the Insular Area.
