About this program
The Environmental Protection Agency operates the State Senior Environmental Employment Program (CFDA 66.518) to deploy Americans aged 55 and older in technical assistance roles supporting federal, state, and local environmental agencies on pollution prevention, abatement, and control projects, with the most recent award issued February 1, 2026.
The program has disbursed 11 awards totaling $7.6 million in combined federal dollars since 2006. Award cadence is sparse—one award per year or fewer in recent years (2015, 2018, 2020, 2021, and 2026 each produced a single award). Grant opportunities have not been posted recently; the source does not indicate an open solicitation.
Program scope centers on placing SEE enrollees with state and local environmental management agencies. Recent awards funded SEE program enrollees working with Michigan's Department of Environmental, Great Lakes, and Energy (Lansing); Indiana's Department of Environmental Management; and Hawaii's Department of Health. Cooperative Agreements constitute 82 percent of awards by count, with Project Grants comprising the remaining 18 percent.
The Environmental Protection Agency is the sole funder across all 11 awards. Recent award magnitudes vary: the most recent award to National Asian Pacific Center on Aging for Michigan EGLE support obligated $180,000 (February 2026); a prior award to the same organization for Indiana work obligated $990,300 (October 2021); and a Michigan-focused award obligated $1.16 million (August 2020). The largest single award on record obligated $2.8 million to support SEE enrollees with Michigan's Department of Environmental Quality (April 2010).
Applicants must be private, nonprofit organizations designated by the Secretary of Labor under Title V of the Older Americans Act of 1965. Organizations must demonstrate nationwide operational capability, ability to manage the program within prescribed administrative funding limits, and capacity to provide quality fringe benefits including health insurance to enrollees. Awards are Cooperative Agreements, indicating EPA exercised substantial programmatic involvement alongside recipients. No open grant opportunities are currently listed in recent activity.
