About this program
The Environmental Protection Agency Office for Water is funding the establishment and maintenance of regional Centers of Excellence for Stormwater Control Infrastructure Technologies and a national electronic clearinghouse, CFDA 66.490, with five Project Grants awarded in 2025 totaling $5 million in federal dollars obligated.
The program funds research on new and emerging stormwater control infrastructure technologies, technical assistance to State, Tribal, and local governments, and regional collaboration on stormwater management challenges. Recent awards demonstrate geographic and thematic scope: the Great Plains Stormwater Center of Excellence ($1,499,063) conducts forensic analysis on best management practice longevity and deploys smart stormwater control infrastructure; the Southwest Regional Stormwater Center of Excellence ($1,049,719) focuses on BMP design assessment, stormwater capture and use, impaired waters planning, and funding mechanisms; the University of New Hampshire Cold Climate Center ($1,499,063) addresses road salt source control and bioretention research specific to cold regions; the Center for Watershed Protection's national clearinghouse ($90,913) aggregates information on emerging stormwater technologies for public access; and the Coastal Stormwater Center in the Southeast ($962,889) adapts strategies to address shallow water tables, tidal influence, and sea level rise.
All five awards are Project Grants. The Environmental Protection Agency Office for Water is the sole funding source, accounting for 100 percent of awards. Recent award magnitudes range from roughly $90 thousand to $1.5 million, with two-year performance periods typical. Combined federal and non-federal dollars obligated total $5.1 million, indicating minimal recipient cost-share.
The most recent grant opportunity (EPA-I-OW-OWM-23-04) closed on April 24, 2024, and solicited applications for regional Centers of Excellence and a national clearinghouse. That notice has not been superseded by a current open solicitation in the source. No open opportunity currently appears available for this program.
