About this program
The Environmental Protection Agency is distributing Infrastructure Investment and Jobs Act appropriations under Assistance Listing 66.487 to eligible tribes and Hypoxia Task Force partners supporting nutrient reduction in the Mississippi/Atchafalaya River basin, with the most recent award issued in January 2026.
The program funds water quality monitoring, nutrient reduction strategy implementation, and watershed planning activities aimed at shrinking the hypoxic zone in the northern Gulf of Mexico. Recipients conduct field sampling for nitrogen and phosphorus, develop water quality monitoring plans and ordinances protecting tribal water resources, assess environmental impacts and feasibility of stormwater wetland construction, and coordinate multi-state nutrient reduction initiatives. Leech Lake Band of Ojibwe has received the majority of tribal funding, with awards supporting nutrient monitoring across reservation lakes and tributaries and capacity growth in Clean Water Act programs. Non-tribal Hypoxia Task Force partners including the Upper Mississippi River Basin Association, Ohio River Valley Water Sanitation Commission, and University of Wisconsin-Madison have received funding for sub-basin committee coordination, monthly water quality sampling at designated locations across multiple states, and development of interstate nutrient reduction strategies with outreach and communication components.
All 18 grants awarded since June 2023 have been Project Grants. EPA Region 5 dominates the program by award count and dollars, issuing 13 awards totaling $4.8 million federal dollars obligated. EPA Office for Water — Funding Office has issued 3 awards for $1.4 million, with EPA Regions 6 and 7 each issuing single awards. Combined federal dollars obligated across all recipients total $6.8 million. Individual award magnitudes range from $195 thousand to $600 thousand, with typical tribal awards around $496 thousand and sub-basin committee awards at $400 thousand.
Award activity shows acceleration: 6 awards in 2023, 11 in 2024, and 1 thus far in 2026. The source does not identify any grant opportunities currently open.
