About this program
The Environmental Protection Agency is awarding Project Grants to states, tribes, and territories to develop and implement Underground Injection Control Class VI regulatory programs and permitting infrastructure for geologic carbon sequestration, with the most recent award issued on April 1, 2026 (CFDA 66.486).
The program funds establishment and operation of state and tribal UIC Class VI programs, encompassing regulatory development, primacy application preparation and submission, permitting infrastructure, environmental justice tool development, staff hiring and training, database creation and maintenance, pre-permitting and permit review activities, compliance monitoring, well inspection, public outreach and stakeholder engagement, and ongoing operations through site closure. Awards support both initial program development leading to EPA primacy approval and operational activities for programs already holding regulatory authority. One award to Michigan supports a Class II program (oil and gas injection well oversight) rather than Class VI sequestration activities, indicating some portfolio scope drift.
All 16 grants in the portfolio are Project Grants. EPA regional offices distribute the funding: EPA Region 8 leads with 4 awards totaling $7.7 million (27 percent of federal dollars), followed by Region 5 with 3 awards for $4 million, and Regions 4, 6, and 9 each with 2 awards for $3.9 million each. These five regions account for 81 percent of awards and 80 percent of federal dollars. Combined federal dollars obligated across the program total $29.1 million.
Award cadence shows concentration in initial funding: 11 awards in 2024, 3 in 2025, and 2 in 2026. Individual award values cluster at $1.93 million, with one outlier at $138,667. Awards carry five-year work plan terms. Recipients include Oklahoma Corporation Commission, Pennsylvania Department of Environmental Protection, Texas Railroad Commission, Michigan Department of Environment Great Lakes and Energy, Utah Division of Oil Gas and Mining, Montana Board of Oil and Gas Conservation, Arizona Department of Environmental Quality, Alaska Oil and Gas Conservation Commission, Navajo Nation Environmental Protection Agency, Nebraska Oil and Gas Conservation Commission, Wyoming Department of Environmental Quality, Colorado Energy and Carbon Management Commission, Alabama Gas and Oil Board, and Mississippi Gas and Oil Board.
