About this program

The Environmental Protection Agency funds water security training, technical assistance, and contamination warning system pilot projects under CFDA 66.478, with the most recent grant award disbursed December 1, 2008—17 years and 10 months ago. This program is not actively awarding grants. The portfolio consists of 14 total awards spanning from June 2003 to December 2008, with no grant opportunities currently posted or recently solicited.

The program funds two distinct activities under the Safe Drinking Water Act. Section 1433 financial assistance supports water security training and technical assistance delivered by non-profit organizations to water utilities, including train-the-trainer programs, vulnerability assessments, emergency response planning, and security outreach for operators serving systems of varying sizes. Section 1434 cooperative agreements fund pilot projects demonstrating the effectiveness of drinking water contamination warning systems for community water systems, with evaluation of multiple warning system technologies.

Awards break down as 71 percent Project Grants (10 awards) and 29 percent Cooperative Agreements (4 awards). The Environmental Protection Agency alone funded all 14 awards, obligating $44.4 million in federal dollars with an additional $9.7 million in non-federal matching contributions, bringing combined obligated funds to $54.1 million. Project Grant awards ranged from $22 thousand to approximately $1.99 million, while Cooperative Agreements were substantially larger, each exceeding $10 million. Two Cooperative Agreements awarded December 1, 2008—Cooperative Agreement 83413601 ($11.59 million) and Cooperative Agreement 83413701 ($11.87 million)—both demonstrated contamination warning system effectiveness for community water systems. Two additional Cooperative Agreements awarded March 1, 2008—Cooperative Agreement 83380501 ($15.08 million) and Cooperative Agreement 83380601 ($10.18 million)—similarly advanced contamination warning system pilots.

The source indicates no funding was anticipated for fiscal year 2013 under either section, and no subsequent grant opportunities appear in available records. Organizations should verify current program status with EPA before investing in proposal development.

Objective and description

Objective

The objective of these grant programs are (1) for financial assistance that is awarded under SDWA Section 1433, to improve water infrastructure security through both training and technical assistance for water utilities and (2) for cooperative agreements that are awarded under SDWA Section 1434, to address the risk of intentional contamination of drinking water distribution systems. Funding Priority - Fiscal Year 2013: For Section 1433 financial assistance, no funding is anticipated for Fiscal Year 2013. If funds become available, EPA's funding priority is to provide assistance to eligible non-profit organizations that provide training, technical support or other assistance to water utilities. Specifically, EPA is seeking to utilize the ability of non-profit organizations to provide water security technical support and training. For Section 1434 cooperative agreements, no funding is anticipated for Fiscal Year 2013. If funds become available, EPA's funding priority is to provide assistance to community water systems for drinking water contamination warning system pilot projects. Financial assistance awarded under both of these programs support Goal 2, Clean and Safe Water, of EPA's Strategic Plan. Specifically, awards will enhance public health protection by securing critical infrastructure through support for counter-terrorism preparedness.
