About this program

The Environmental Protection Agency manages the Water Quality Cooperative Agreements program (CFDA 66.463), which funded its most recent award on May 1, 2011—over 15 years ago—making this program inactive for pursuit at present.

The program historically supported states, Indian Tribes, interstate agencies, and nonprofit organizations developing, implementing, and demonstrating innovative approaches to water pollution prevention and reduction. Awarded projects addressed watershed management for wet-weather events (combined sewer overflow, sanitary sewer overflows, stormwater discharge, animal feeding operations), pretreatment and biosolids management, decentralized wastewater systems, and water efficiency and asset management. Representative recent awards funded regional surface water quality monitoring in the San Juan Region (San Joaquin region stakeholder organization, $197,260), tribal water monitoring programs for temperature and pH assessment (Tahlequah Town Branch, $14,000), stormwater management training and development centers (Green Highways Partnership, $159,353), and permitting and nutrient cycling studies across multiple regions.

Over its active funding period, the program distributed $84.5 million in federal grants across 792 awards, with combined federal and nonfederal obligations totaling $97.2 million—indicating a nonfederal cost-share of $12.7 million. Funding came entirely from the EPA. Award size ranged widely, from small grants under $30,000 to larger efforts exceeding $600,000. The portfolio consisted almost entirely of Project Grants (785 awards, 99 percent) with a minimal number of Cooperative Agreements (6 awards, 1 percent). Annual award frequency declined substantially over the program's final five years, falling from 5 awards in 2007 to 1 in 2009 before recovering slightly to 7 in 2011. No appropriation authority was provided for fiscal 2006 or later; final awards drew from unobligated carryover funds. No recent grant opportunities are posted.

Objective and description

Objective

To assist states, Indian Tribes, interstate agencies, and other public or nonprofit organizations in developing, implementing, and demonstrating innovative approaches relating to the causes, effects, extent, prevention, reduction, and elimination of water pollution through both permitted and non-permitted areas. Funding Priority - Fiscal Year 2014: Funding priorities include, but are not limited to: watershed approaches for solutions to wet weather activities (i.e., combined sewer overflow, sanitary sewer overflows, storm water discharge, and animal feeding operations); pretreatment and biosolids (sludge) program activities, decentralized systems; and alternative ways to enhance or measure the effectiveness of point source programs. Trading, water efficiency, asset management, and sustainable infrastructure are also areas of consideration. No appropriation authority was provided for FY 2006 or later. However, if unobligated carryover funds are available in FY 2014, projects will be funded in accordance with the funding priorities. Any awards made with carryover funds will be in accordance with the Agency's competition policy.
