About this program
The Environmental Protection Agency funds community-based watershed protection and restoration through the Targeted Watersheds Grants program (CFDA 66.439), with the most recent grant award disbursed on October 1, 2012.
The program has not been active for over a decade. The portfolio covers 129 awards spanning from 2003 to 2012, with peak activity in 2008 (24 awards) and 2009 (18 awards); only three awards were issued after 2009, suggesting the program wound down or transitioned. Combined federal obligations total $88.1 million across a portfolio that was complemented by $40.3 million in non-federal cost-share from recipients.
Funded activities span on-the-ground water quality improvements and organizational capacity building. Representative awards include restoration and enhancement of estuary and riparian habitat (Mattole River estuary restoration and monitoring, $958 thousand; South San Diego Bay coastal wetlands enhancement, $2.4 million), nutrient-reduction feasibility assessments and implementation (phosphorus concentration reduction in multiple watersheds, market-based incentive programs for sustainable land use), sediment cleanup (contaminated sediment removal in estuary environments, $2.9 million), and educational initiatives for watershed stewardship (marine debris reduction on university campuses, teacher training on ocean plastic pollution). The program also funded multi-state watershed partnerships (Connecticut River three-state initiative, $1.4 million; Chesapeake Bay nutrient-reduction acceleration, $2 million).
The assistance-type portfolio is evenly split between Project Grants (59 percent, 76 awards) and Cooperative Agreements (41 percent, 53 awards). EPA is the exclusive funding source across all 129 awards. Individual award magnitudes range from approximately $108 thousand to $10.6 million, with typical awards in the $500 thousand to $1.5 million range.
No recent grant opportunities are currently posted. The source provides no evidence of new solicitations or active competition under this program since 2012.
