About this program

The Environmental Protection Agency is funding construction of municipal wastewater treatment works and related water quality infrastructure for the District of Columbia, American Samoa, Commonwealth of Northern Mariana Islands, Guam, and Virgin Islands under CFDA 66.418, with the most recent award issued October 1, 2025.

Grant activity under this program spans nearly fifty years, with 327 awards totaling $285.6 million in federal dollars obligated (and $350.4 million in combined federal and non-federal obligations). The program has maintained steady output in recent years, averaging 2–3 awards annually from 2021 through 2025. Recent awards flow predominantly as Formula Grants (81 percent of portfolio) with a smaller share of Project Grants (19 percent). The Environmental Protection Agency issued 300 awards totaling $157.1 million, EPA Region 3 issued 18 awards totaling $92 million, EPA Region 2 issued 8 awards totaling $36.1 million, and EPA Office for Water–Funding Office issued 1 award for $483 thousand, accounting for 100 percent of all awards by both count and federal dollars.

Recent grant activity concentrates in the District of Columbia, where the program has funded construction of green stormwater infrastructure, stream and wetland restoration, emerging-contaminants research, and wastewater treatment plant upgrades. A Formula Grant to DC Department of Energy and Environment awarded October 1, 2025, obligated $12.094 million for multiple stormwater management projects including outfall restoration, pond retrofits, and green infrastructure retrofits across the District. Another Formula Grant awarded the same date obligated $1.1 million to study biochar's effectiveness in capturing emerging contaminants such as tire-wear particles (6PPD) in bioretention facilities. A Formula Grant awarded October 1, 2024, provided $12.169 million to DC Water for electrical improvements at the Blue Plains Advanced Wastewater Treatment Plant. The Virgin Islands Department of Planning and Natural Resources has received Formula and Project Grants funding repairs, replacements, and upgrades to sewer interceptors, force mains, and pump stations.

The program requires pre-application coordination and completion of both environmental impact statements and environmental impact assessments. Funding priorities are determined annually by the grant recipient. Applications are assessed consistent with 2 CFR 200.205 merit review regulations. Projects must be approved by the municipal water pollution control agency and certified as priority over other eligible projects before EPA Regional Offices make awards. The source does not indicate currently open grant opportunities or posted application deadlines; prospective applicants should contact the appropriate EPA headquarters or regional location for current deadlines.

Description

Funds are awarded to American Samoa, the Commonwealth of Northern Mariana Islands, Guam, Virgin Islands, and the District of Columbia to support construction of municipal wastewater treatment works which are required to meet local and/or federal water quality standards and improve the water quality in the waters of the United States. Eligibility

Applicant eligibility

Funding for this construction grants program is for American Samoa, Commonwealth of Northern Mariana Islands, Guam, Virgin Islands, and the District of Columbia because they are exempt by the U.S. Congress from establishing a State Revolving Fund (SRF). Grants are awarded to only these territories and the District of Columbia from the SRF funds (Title VI grants), which are awarded as Title II grants. Funding requests for construction of wastewater treatment facilities are now to be made to the SRF representative of the State in which the construction is proposed.

Beneficiary eligibility

Anyone in the general public who is served by a wastewater treatment facility assisted by this program.

Uses of assistance

Funds are used for construction of municipal wastewater treatment works including privately owned individual treatment systems, if a municipality applies on behalf of a number of such systems. Such works may serve all or portions of individual communities, metropolitan areas, or regions. A project may include, but may not be limited to, treatment of industrial wastes. The grantee must require pretreatment of any industrial wastes which would otherwise be detrimental to efficient operation and maintenance, or the grantee must prevent the entry of such waste into the treatment plant. The grantee must have or initiate an acceptable system of user charges. From FY 2004 onwards, American Samoa, Commonwealth of Northern Mariana Islands, Guam, Virgin Islands, and the District of Columbia may use up to four percent of the funds appropriated under Title VI for administration and closeout of their construction grant program. Assistance agreement awards under this program may involve or relate to geospatial information. Further information regarding geospatial information may be obtained by viewing the following website: Geospatial Resources at EPA (https://www.epa.gov/geospatial).

Length and time phasing of assistance

Any Title VI sums that are allotted as Title II to the District of Columbia, American Samoa, Guam, Northern Mariana Islands, and Virgin Islands will be available for obligation for a period of one year after the close of the fiscal year for which the sums are authorized. The term of the grant shall be determined at the time of grant award. Grant payments are based on work completed, equipment delivered, or sometimes off-site manufacturing or services rendered. Final grant payment is made after construction is completed and satisfactory final inspection and performance evaluation are carried out.

How to apply

Preapplication coordination

Pre-application coordination is required for this listing. Additionally, both an environmental impact statement and an environmental impact assessment must be completed for this listing. This program is eligible for coverage under E.O. 12372, titled "Intergovernmental Review of Federal Programs." It is advisable for applicants to consult the office or official designated as the single point of contact in their respective States to obtain detailed information on the application process, particularly if the State has selected the program for review. EPA financial assistance programs and activities subject to intergovernmental review that are subject to review under State single point of contact procedures are available. Applicants for programs or activities subject to Intergovernmental Review that are not subject to State single point of contact review must provide directly affected State, areawide, regional, and local entities at least 60 days to review their application following notification by EPA that the application has been selected for funding as provided by 40 CFR 29.8(a) and (c). This is an existing program applicable to the District of Columbia and the U.S. Territories of American Samoa, Commonwealth of Northern Mariana Islands, Guam, and Virgin Islands as the funding for the States and Puerto Rico is now provided under the Clean Water State Revolving Fund Program for construction of wastewater treatment facilities.

Criteria for selecting proposals

Funding priorities are determined annually by the grant recipient. Applications are assessed consistent with the merit review regulations in 2 CFR 200.205.

Award procedure

Projects considered for award must be approved by the municipal water pollution control agency and also certified by such agency as a priority over any other eligible projects. Awards are made following certification and approval by EPA Regional Offices. Funds authorized by Congress are allotted to recipients in accordance with the Clean Water Act, as amended. Grant awards within individual municipalities are limited by the funds which have been allotted to such municipalities. EPA will conduct an administrative evaluation to determine the adequacy of the application in relation to grant regulations and to technical and program evaluation to determine the merit and relevance of the project.

Deadlines

Contact the headquarters (or regional location, as appropriate) for application deadlines.

Time to approval or disapproval

Up to 45 days, for EPA Regional Office action after certification by delegated municipality.

Appeals

Disputes relating to matters other than the competitive selection of recipients will be resolved under 2 CFR 1500 Subpart E, as applicable.
