This $999,994.00 Cooperative Agreement awarded by the U.S. Environmental Protection Agency (EPA) under the Environmental Justice Government-to-Government (EJG2G) Program (CFDA 66.312) supports the California Governor's Office of Planning and Research (OPR) in developing an Extreme Heat Adaptation Plan and related resources for communities in Riverside and San Bernardino Counties. Through a three-phase collaborative process, OPR and its partners will define extreme heat risks, vulnerabilities, and adaptation strategies to inform an Extreme Heat Adaptation Planning Guide. This planning guide and associated case studies will then undergo outreach and engagement to evaluate their utility for local decision-makers. The goal is to produce a community-informed, coordinated policy and plan alignment that integrates wide-ranging perspectives on extreme heat challenges and aligns with California's adaptation planning goals. This approach aims to enhance extreme heat resilience planning for vulnerable communities and serve as a model for scalable, community-centered adaptation planning in other jurisdictions.

COYOTE VALLEY BAND OF POMO INDIANS WILL PROVIDE FOR THE ESTABLISHMENT OF THE COYOTE VALLEY EMERGENCY PREPAREDNESS AND DISASTER RESILIENCY PROJECT BY SUPPORTING THE DEVELOPMENT OF THE COYOTE VALLEY DISASTER RESILIENCY PLAN AND THE CREATION OF THE COYOTE VALLEY EMERGENCY OPERATIONS TRAINING PROGRAM. THE COYOTE VALLEY EMERGENCY PREPAREDNESS AND DISASTER RESILIENCY PROJECT WILL FOCUS ON EDUCATING STAFF, LEADERSHIP, AND THE COMMUNITY ON RESILIENCY IN ORDER TO CONTROL AND MITIGATE THE AMOUNT OF AIR AND WATER POLLUTION IN TIMES OF DISASTERS. THE PURPOSE OF THIS AMERICAN RESCUE PLAN FUNDED COOPERATIVE AGREEMENT IS TO PROVIDE FUNDING TO AMERICAN SAMOA EPA. THIS PROJECT ADDRESSES UNDERSERVED RESIDENTS' INCREASED EXPOSURE TO OUTDOOR POLLUTANTS AS AN UNINTENDED CONSEQUENCE OF LOCAL STAY-AT-HOME ORDERS. SPECIFICALLY, PROJECT ACTIVITIES INCLUDE THE PURCHASE OF FOUR PERMANENT AIR QUALITY MONITORING STATIONS INSTALLED STRATEGICALLY ACROSS THE ISLAND OF TUTUILA TO MEASURE REAL TIME AIR QUALITY. THESE STATIONS WILL COLLECT AIR QUALITY DATA THAT WILL BE USED TO ASSESS THE AIR QUALITY FOR THE ENTIRE ISLAND AND ASSIST AIR QUALITY REGULATORY AGENCIES, DEPARTMENT OF HEALTH AND PUBLIC SAFETY ORGANIZATIONS TO MAKE INFORMED DECISIONS AND DEVELOP PLANS ON HOW TO IMPROVE AIR QUALITY ENFORCEMENT AND ENSURE AIR QUALITY ON THE ISLAND. THE AIR QUALITY INFORMATION WILL MEASURE THE EMISSION OF VARIOUS AIR POLLUTANTS CAUSED BY OPEN BURNING. EPA is issuing this solicitation requesting applications for projects that support and/or create model state, tribal, local, and territorial government activities that lead to measurable environmental or public health results in communities disproportionately burdened by environmental harms and risks. These projects will help transform disadvantaged and underserved communities into healthy, thriving communities capable of addressing the environmental and public health challenges they have historically faced, as well as current and future challenges.

STATE ENVIRONMENTAL JUSTICE COOPERATIVE AGREEMENT PROGRAM (SEJCA) / COVID-19 PROJECTS
The U.S. Environmental Protection Agency (EPA) is working to improve the environment and public health conditions of low-income and minority communities. EPA also continues to make effective responses to COVID-19 issues a top priority. As part of these efforts, this notice announces EPA re-opening the State Environmental Justice Cooperative Agreement Program (SEJCA) and the availability of funds for US States, Territories, Tribal Governments, and local governments to propose projects focusing on COVID-19 and other areas as identified in Section I. The SEJCA program provides funding to eligible entities to work collaboratively with underserved communities to understand, promote and integrate approaches to provide meaningful and measurable improvements to public health and/or the environment in those communities. For purposes of this announcement, the term "underserved community" refers to a community with environmental justice concerns and/or vulnerable populations, including minority, low income, rural, tribal, indigenous, and homeless populations.
