About this program
The Environmental Protection Agency offers Multipurpose Grants to States and Tribes (CFDA 66.204) to fund high-priority environmental activities that complement EPA's statutory programs, with the most recent grant award made October 1, 2022, over four years ago.
Grant activity has been sparse since the initial cluster. The program awarded 364 grants across a seven-year span (2016–2022), but the cadence was highly irregular: 3 awards in 2017, 36 in 2019, 158 in 2020, 90 in 2021, and only 17 in 2022, suggesting a sharp deceleration in recent years and no recorded awards since October 2022. Combined federal dollars obligated total $38.6 million across all recipients, with $3.1 million in non-federal match bringing total obligations to $41.5 million.
The program funds states and tribes to conduct water quality monitoring and assessment (microbial source tracking, PFAS sampling, fish tissue analysis), pesticide applicator certification and training, compliance inspections and enforcement activities (asbestos in schools, lead-based paint, underground injection control), information technology systems modernization (database upgrades, permitting platforms, document digitization), and community engagement and outreach. Typical activities complement existing Clean Water Act, Clean Air Act, or Safe Drinking Water Act programs rather than fund standalone initiatives.
Assistance type is dominated by Formula Grants (322 awards, 88 percent), with smaller shares of Project Grants (37 awards, 10 percent) and Cooperative Agreements (5 awards, 1 percent). Funding is distributed across EPA headquarters and ten regional offices. EPA headquarters led with 81 awards totaling $12.6 million; EPA Region 5 followed with 53 awards and $5.9 million; EPA Region 8 contributed 19 awards worth $4.1 million. These three funders accounted for 74 percent of federal dollars obligated, with the remaining 26 percent split among seven other EPA regional offices.
Recent awards ranged from $13,157 to $218,756, with typical magnitudes between $25,000 and $100,000. Representative recent grants funded the Oklahoma Department of Labor's asbestos inspections in schools ($105,333), the Pueblo of Picuris' benthic macroinvertebrate monitoring for water quality assessment ($26,315), Idaho's water well construction inspections ($25,522), the Texas Railroad Commission's underground injection control data modernization ($39,057), and PFAS testing initiatives in North Carolina ($146,876) and Nevada ($108,847).
No grant opportunities were posted recently, and the source records no open solicitation. Applicants must contact their EPA regional office or state single point of contact for current application deadlines and procedures. Federal financial assistance to tribes is not subject to Executive Order 12372 intergovernmental review; state applicants may be. Renewals require EPA approval.
