About this program
The Environmental Protection Agency (EPA) through its Clean Ports Program (CFDA 66.051) has awarded 54 Project Grants totaling $2.94 billion in federal obligations since December 2024, with the most recent award issued March 15, 2025.
The program funds zero-emission port equipment, associated infrastructure, and planning activities to reduce air pollution at U.S. ports. Recent awards split between two categories: deployment of zero-emission cargo handling equipment (forklifts, terminal tractors, cranes, shore power systems), zero-emission vessels and drayage trucks, battery energy storage, solar installations, and related charging infrastructure; and planning grants supporting emissions inventories, feasibility studies for zero-emission technology, community engagement, workforce development, and resilience assessments. The Philadelphia Regional Port Authority received $2 million for comprehensive port emissions planning including baseline inventories, renewable energy assessments, and zero-emission infrastructure strategy over 25 years. The Port of Oakland received $322.2 million (the largest award to date) for deployment of 475 battery-electric and hydrogen fuel-cell drayage trucks, 118 zero-emission yard tractors, battery storage systems, and solar generation. The Port Authority of New York and New Jersey received $801.9 million for equipment replacement, shore power installation, and incentive programs for zero-emission drayage trucks across its Newark, Elizabeth, and New York facilities.
All 54 awards are Project Grants. EPA Region 9 leads by award count and federal dollars obligated at 11 awards worth $1.06 billion, followed by EPA Region 3 with 7 awards worth $668.7 million and EPA Region 2 with 4 awards worth $511.4 million. The top five EPA regions account for 74 percent of awards and 89 percent of federal dollars. Combined federal and non-federal obligations total $3.97 billion, indicating $1.03 billion in matching or cost-share contributions from recipients.
Award activity accelerated significantly: 12 awards in 2024 and 42 awards in 2025. Recent opportunities closed May 28, 2024 (EPA-R-OAR-CPP-24-04 and EPA-R-OAR-CPP-24-05) for zero-emission technology deployment and climate and air quality planning competitions, respectively. Port authorities, state and local agencies with port jurisdiction, tribal agencies, and air pollution control agencies are eligible applicants; private port operators may apply if partnered with an eligible entity. No active open solicitations are currently posted.
Objective and description
- Objective
Section 60102 of the Inflation Reduction Act of 2022 (or IRA) amended the Clean Air Act by inserting section 133 (42 U.S.C. 7433) to authorize the EPA's Clean Ports Program (or Grants to Reduce Air Pollution at Ports) to award grants to purchase or i
- Description
The EPA's Clean Ports Program funded zero-emission port equipment and associated infrastructure to reduce air pollution at U.S. ports, delivering cleaner air for communities across the country. It also funded planning activities to build capacity of port stakeholders to continue to reduce air pollution over time. This program built on the EPA's Ports Initiative to help our nation's ports address public health and environmental impacts.
Eligibility
- Applicant eligibility
Per the statute, the following entities are eligible to apply directly to the Clean Ports Program: port authorities; state, regional, local, or Tribal agencies that have jurisdiction over a port authority or a port; and air pollution control agencies. Private entities that own, operate, or use the facilities, cargo-handling equipment, transportation equipment, or related technology of a port may apply if they partner with one or more of the eligible entities. For certain competitive funding opportunities under this assistance listing, the Agency may limit eligibility to compete to a number or subset of eligible applicants consistent with the Agency's Assistance Agreement Competition Policy.
- Uses of assistance
Grants can be used for the deployment of zero-emission port equipment and infrastructure to reduce mobile source emissions (criteria pollutants, air toxics, and greenhouse gases) at U.S. ports, delivering cleaner air for communities across the country. EPA will also fund port climate and air quality planning activities - including emissions inventories, strategy analysis, community engagement, and resiliency measure identification.
- Length and time phasing of assistance
EPA expects only one round of funding for this grant program. The length of award is expected to be 4 years for the Zero-Emission Technology Deployment grants and 3 years for the Climate and Air Quality Planning grants.
