About this program
The Environmental Protection Agency's CFDA 66.038 program funds federally recognized Indian Tribes' efforts to characterize and protect air quality on tribal lands through surveys, studies, research, training, investigations, and special-purpose activities consistent with the Clean Air Act, with the most recent award disbursed on April 1, 2026.
The program has remained consistently active over more than two decades, with 765 total awards since October 2002. Recent award cadence has held steady between 27 and 40 awards annually from 2022 through 2025, though only 3 awards have been obligated year-to-date in 2026. The portfolio is dominated by Formula Grants (75 percent of awards, 573 total) with a meaningful share of Project Grants (25 percent, 189 awards) and minimal Cooperative Agreement activity. Combined federal dollars obligated total $87.8 million across the portfolio.
EPA headquarters has issued 519 awards totaling $57.4 million in federal funding—representing 68 percent of all awards and 65 percent of total federal dollars obligated. EPA Region 9 is the second-largest funder with 136 awards and $12.5 million obligated; Regions 5, 7, and 8 together account for the remaining top-five funders. Ten distinct federal agencies participate in the program overall.
Recent awards span low-cost air-quality monitoring deployment, indoor air quality assessment and remediation, emissions inventory development, and tribal capacity building. The White Earth Band of Chippewa Indians received $100 thousand (Project Grant, April 2026) to install air sensors and develop a smoke-preparedness response plan; the Sault Sainte Marie Tribe of Chippewa Indians received $150 thousand (Project Grant, April 2026) for indoor air quality assessments and operation of an atmospheric deposition monitoring station. The Tulalip Tribe received $498,838 (Project Grant, October 2025) to host the Tribal Healthy Homes Network, delivering training and technical assistance on indoor air quality across multiple tribes. Typical Project Grant awards range from $15 thousand to $150 thousand; Formula Grant awards range from roughly $35 thousand to $193,939 (Winnebago Tribe, October 2024).
One recent Cooperative Agreement opportunity (EPA-OAR-IO-25-01, due October 1, 2025, posted July 30, 2025) sought eligible entities to support National Tribal Air Association operations providing air quality policy analysis and regulatory coordination to federally recognized tribes and Alaska Native Villages. No other recent notices of funding availability appear in the source.
