About this program

The Department of Veterans Affairs is funding cooperative agreements through its Suicide Mortality Review program (CFDA 64.057) to support states, territories, and tribal entities in establishing and managing suicide mortality review committees that identify suicide deaths and develop data-informed prevention strategies, with the most recent awards disbursed on September 30, 2024.

The program funds the establishment, coordination, and management of suicide mortality review committees and processes, including committee structure development, member training, documentation of procedures and policies, and culturally appropriate outreach and training tools focused on lethal means safety. Veterans are designated as a mandatory population of focus for suicide mortality reviews. Recipients may coordinate with designated counties, cities, municipalities, or other subdivisions within their jurisdictions. Awards under Focus Area 1 support nascent committee establishment and training; Focus Area 2 supports expanding data standardization, timeliness, and accuracy for suicide and veteran suicide data, plus networking and cooperation between committees to share findings with communities, clinicians, and policymakers.

The program operates exclusively as cooperative agreements. The Department of Veterans Affairs Veterans Health Administration funded all 13 awards in the recent portfolio, obligating $4.3 million total federal dollars. The most recent opportunity (VA-SMR-SP-FY2024) closed July 24, 2024, with awards funded by September 30, 2024. Recent awards ranged from $281 thousand to $575 thousand; representative recipients include Pennsylvania (PASMR308124, $300 thousand), Arizona (AZSMR309824, $575 thousand), and Georgia (GASMR309424, $502 thousand). Awards cover a single federal fiscal year (September 30, 2024 to September 30, 2025) with an optional one-year extension. Eligible applicants are state governments, territorial governments (including District of Columbia, Guam, Puerto Rico, Northern Mariana Islands, U.S. Virgin Islands, and American Samoa), and federally recognized and non-federally-recognized tribal governments. Applications must be submitted via VA Grants Management System, not grants.gov. All recipients are audited at least once by the Office of Business Oversight during a two-year funding cycle; records must be retained per audit requirements and state law. The program requires compliance with 2 CFR Part 200.
