About this program
The Department of Veterans Affairs (Veterans Benefits Administration) is awarding Project Grants to support innovative transportation services for veterans in highly rural areas accessing VA Medical Centers, with the most recent award disbursed on September 30, 2016 (CFDA 64.052).
Program activity has stalled. Only one grant award appears in the portfolio, disbursed a decade ago for $2,028,206.59 to support the Veterans Employment Pay for Success program, a collaborative initiative with the Corporation for National and Community Service (CNCS) testing the pay-for-success model to improve employment outcomes for veterans with service-connected PTSD disabilities. No grant awards have been made since 2016, and no current grant opportunities are posted.
The program's scope as originally defined encompasses transportation services for veterans in highly rural areas traveling to VA Medical Centers, as well as broader transportation services supporting VA medical care delivery. The actual awarded project diverged substantially from this scope, focusing instead on employment outcomes for a specific veteran population (those with PTSD service-connected disabilities) through a pay-for-success intervention model rather than on transportation services themselves.
Eligible applicants include public agencies, nonprofit organizations, and institutions of higher learning as defined in 38 U.S.C. 3119. Applicants must serve low-income communities or address specific issue areas such as employment or mental health challenges in geographical areas with highest need. Funding will flow through the U.S. Department of Health and Human Services Payment Management System for administrative costs and outcomes payments. Recipients must retain records for at least three years after grant period completion and comply with Uniform Guidance (2 C.F.R Parts 200 and VA Part 802).
The VA publishes Notice of Funds Availability (NOFA) in the Federal Register when soliciting applications and specifies scoring criteria, selection categories, and application deadlines at that time. No NOFA has been published since the 2016 award cycle. Inquiries about current or future funding intent should be directed to the VA through the Federal Register announcement process.
Objective and description
- Objective
This program furthers the Department's mission by establishing a program to provide grants to eligible recipients to assist veterans in highly rural areas through innovative transportation services to travel to Department of Veterans Affairs Medical Centers, and to otherwise assist in providing transportation services in connection with the provision of VA medical care to these veterans.
Eligibility
- Applicant eligibility
Applicants must be prepared to provide documentation of eligibility criteria and other support documentation described in the notice of funds availability (NOFA). This competition is open to public or nonprofit agencies, including institutions of higher learning as defined in 38 U.S.C. § 3119. Eligible nonprofit organizations include those defined in 2 C.F.R 200.70. Eligible applicants must serve low-income communities or address a specific issue area (e.g., employment or mental health challenges) in geographical areas that have the highest need in that issue area.
- Beneficiary eligibility
This competition is open to public or nonprofit agencies, including institutions of higher learning as defined in 38 U.S.C. § 3119. Eligible nonprofit organizations include those defined in 2 C.F.R 200.70. Eligible applicants must serve low-income communities or address a specific issue area (e.g., employment or mental health challenges) in geographical areas that have the highest need in that issue area.
- Uses of assistance
The grant program provides funding to public or nonprofit agencies, including institutions of higher learning, to establish and support a Veterans Employment Pay for Success Project with a goal of improving specified employment outcomes for Veterans with a primary service connected disability rating of post traumatic stress disorder (PTSD).
- Length and time phasing of assistance
Length-of-time limitations are established in the NOFA. If the VA determines that the Grant Recipient has presented a High-Quality PFS Project, the Grant Recipient will receive payments for administrative costs and outcomes payments electronically through the U.S. Department of Health and Human Services Payment Management System. Payment methods must minimize the time elapsing between the transfer of funds from the United States Treasury and the disbursement by the Grant Recipient.
How to apply
- Application procedure
The VA will publish, in the Federal Register, a NOFA, soliciting applications for the grant program and information on applications for requesting eligibility to receive grant funds. VA will establish scoring criteria and selection categories for grant applications. These criteria are weighted according to their probability of influencing an applicant's development of a successful program. Applications will only be accepted when received within the designated application submission timeframe and meeting the requirements described in a NOFA published in the Federal Register.
- Criteria for selecting proposals
Scoring criteria and selection categories for the award of the grant will be provided in the NOFA. The criteria are weighted according to their probability of influencing an applicant's development of a successful Pay for Success program.
- Award procedure
VA will specify in the NOFA, the process used to award the grant, where VA would score applications using a criteria and rank applications that receive at least the minimum amount of total points and points per category set forth in the NOFA. VA would then award grants for the highest ranked application for which funding is available.
- Time to approval or disapproval
VA will publish, in the Federal Register, a NOFA, that solicits applications for the grant program and information on application deadlines and requirements for submission.
