About this program
The National Credit Union Administration administers the Community Development Revolving Loan Fund Loan Program under Assistance Listing 44.004, which provides loans to low-income designated credit unions and underserved communities to support basic financial and related services for members and communities and to help those credit unions respond to emergencies. The source contains no recent grant award records, no award portfolio data, and no posted grant opportunities, so it supports no claims about current award cadence, funding concentration, or open solicitations.
Eligibility is limited to Qualifying Credit Unions as defined under 12 CFR 705.2. Each applicant must be, or must agree to be, examined by NCUA and must hold a low-income designation under 12 CFR 701.34. Non-federally insured applicants must also meet the additional requirements in 2 CFR 705.7(b)(3).
Loans are awarded on a non-competitive basis until funds are exhausted. Applications are reviewed for eligibility, completeness, previous program participation, compatibility and feasibility, and financial viability, including recent examination reports. Scoring rubrics appear in the program guidelines. Applicants may appeal an NCUA decision under 12 CFR 705.7(f) for failure to satisfy the conditions in 705.7(c).
Recipients must retain all financial, business, and program reports needed for review and audit, and they remain subject to 2 CFR Subpart F audit requirements. The listing exempts loan agreements from several 2 CFR Part 200 provisions, including the English language, conflict of interest, and mandatory disclosure requirements in Subpart B, and it lists Subpart E, Cost Principles, among the exempted provisions.
