About this program
The Department of the Treasury's Emergency Rental Assistance Program (CFDA 21.023) closed to new applications and will issue no new awards in fiscal year 2026, ending a temporary program designed to help households pay rent and utilities arrears caused by the COVID-19 pandemic.
ERA operated in two tranches. ERA 1 distributed $25 billion directly to states, territories, local governments, and tribal entities between 2021 and September 30, 2022 (December 29, 2022 for reallocated funds). ERA 2 distributed $21.55 billion between 2021 and September 30, 2025. States and the District of Columbia received minimum allocations of $200 million under ERA 1 and $152 million under ERA 2, with amounts to eligible local governments (counties, municipalities, towns, townships, villages, parishes, boroughs, and other general-government units exceeding 200,000 residents) calculated from 2019 population data. U.S. Territories received $400 million under ERA 1 and $305 million under ERA 2. Tribal entities and the Department of Hawaiian Home Lands received $800 million under ERA 1.
Program scope was limited to direct rental and utility assistance payments to eligible households experiencing COVID-19-related hardship. This was a formula-grant program allocating funds by population-based formulas rather than through competitive solicitation; no merit review or competitive application process applied.
The program is complete. The application period is closed, no new awards will be made, and all ERA 1 and ERA 2 grant periods have ended. Recipients must maintain financial records and documentation for five years following expiration of their award period. Treasury's specific grantee award terms govern record retention, compliance, and reporting under both ERA 1 and ERA 2.
Organizations currently administering ERA funds should focus on closeout and compliance; pursuit of new federal rental-assistance funding would require investigation of other Treasury or HUD assistance listings.
