About this program
The Department of Transportation Federal Highway Administration is awarding Project Grants under the Rural Surface Transportation Grant Program (CFDA 20.938) to fund highway, bridge, tunnel, safety, and freight projects in rural areas, with the most recent award issued on August 31, 2026.
The program funds concrete surface transportation infrastructure in rural America: highway reconstruction and widening, bridge replacement and rehabilitation, new interchanges, pavement restoration, shared-use paths, roundabouts, signal systems, and integrated mobility management facilities. Recent awards span a wide range of project types—from $800 thousand for a bridge replacement in Alabama to $191.4 million for a comprehensive multi-county roadway structure project in Pennsylvania. Highway freight projects and safety improvements, including wildlife fencing and railroad grade separations, are also funded.
Funding is concentrated entirely within the Federal Highway Administration. The program has obligated $1.05 billion in federal dollars across 42 awards since 2012, with non-federal cost-share bringing total obligations to $1.56 billion. Award activity has accelerated sharply: the program issued 2 awards in 2022, 3 in 2023, 14 in 2024, and 17 in 2025, then 5 awards through August 2026. All awards are structured as Project Grants. Typical award sizes span a wide range; recent awards include $31.25 million for highway reconstruction in Minnesota, $108.1 million for US 64 roadway improvements in New Mexico, $156.6 million for US 385 reconstruction in South Dakota, and smaller awards of $1–3 million for local road paving and bridge work.
The program requires at least 90 percent of funding to be awarded in amounts of $25 million or more; applicants seeking less than $25 million compete for a much smaller pool. Eligible applicants are states, regional transportation planning organizations, units of local government, tribal governments or consortia thereof, and multi-jurisdictional groups of these entities. The most recent posted opportunity (RSTGP-25-26-RURAL, due May 6, 2024) has closed. No current open solicitation is listed in the source. Selection timelines run 4 to 9 months from application to notification. Obligated funds are available for up to 3 years beyond the authorized year of availability.
