About this program

The Department of Transportation Maritime Administration operates the U.S. Merchant Marine Academy program (CFDA 20.807) to provide tuition-free undergraduate education preparing students for service as merchant marine officers and as commissioned officers in the U.S. Armed Forces or uniformed services, with the most recent grant award dated May 11, 2022.

The program funds preparatory school initiatives that provide year-long developmental programs to prepare students academically and physically for admission to the Academy and success as USMMA midshipmen. Recent awards have supported institutions including Marion Military Institute and New Mexico Military Institute in operating these sponsored preparatory programs. The program is entirely Cooperative Agreement-based; all five tracked awards in the portfolio are structured as cooperative agreements.

Grant activity has been intermittent. The portfolio reports five awards spanning from September 2015 to May 2022, with an uneven distribution: one award in 2015, one in 2019, one in 2020, and two in 2022. No grant awards have been reported in the past four years and five months. Combined federal dollars obligated across all awards total $197 thousand, with combined total obligated (federal plus non-federal) of $217 thousand. Recent awards show individual federal dollar obligations ranging from $210 thousand down to small deobligations; positive new awards in 2022 were $70 thousand and $210 thousand.

The Department of Transportation Maritime Administration is the sole funding agency active in this program, accounting for all five awards and all $197 thousand in federal obligation. Eligibility to attend the Academy requires congressional nomination, U.S. citizenship, completion of accredited secondary education, and specified high school course prerequisites in English, mathematics, and science. Prospective students submit nominations by January 31 of the year before desired admission, with applications due by March 1 of the admission year. The source does not report any grant opportunities currently open for applicant submission.
