About this program

The Department of Transportation Federal Railroad Administration has awarded 34 grants totaling $424 million in federal dollars obligated under this program, with the most recent award on September 1, 2023 (CFDA 20.323).

This program provides supplemental disaster assistance to the National Railroad Passenger Corporation (Amtrak) pursuant to the Disaster Relief Appropriations Act, 2013 (Public Law No. 113-2), specifically to support efforts to improve resiliency and mitigate potential impacts of future disasters in the Northeast Corridor. Recent funded activities include reconstruction and modernization of electrical substations that serve rail operations—Substation 41 modernization with power-redundant systems to protect against regional blackouts ($21 million, awarded September 2023), Hackensack Substation 42 control-house modernization for increased capacity and reliability ($10.5 million, July 2023), and Long Island City and 1st Avenue generators and waterproofing to strengthen flood protection infrastructure in the East River Tunnels ($23.3 million, June 2020). Earlier awards funded Hudson Yards resiliency projects, track rehabilitation, grade-crossing mitigation, and corridor planning studies across multiple states.

The program operates predominantly through Cooperative Agreements (62 percent of awards, 21 agreements) with a smaller share of Project Grants (38 percent, 13 grants). Award activity clusters in specific periods: five awards in 2013, three in 2012, two in 2014, one in 2020, and two in 2023; award volume has been irregular over the past decade.

The Federal Railroad Administration is the sole funding agency for the program. Recent award magnitudes range from under $1 million to over $49 million, with most recent awards in the $10 million to $25 million range for major Northeast Corridor infrastructure projects.

A current opportunity remains open: the FY24 Northeast Corridor Cooperative Agreement (Solicitation FR-AMT-24-004) offers $215.8 million for capital and debt service through December 31, 2026, with February 14, 2024 as the due date. Applicant eligibility is restricted to entities specified in the solicitation—Amtrak is the stated eligible recipient for all posted opportunities under this program.
