About this program

The Department of Transportation Federal Highway Administration funds training and technology transfer services for local and rural road agencies under the Local Technical Assistance Program (LTAP), CFDA 20.294, with the most recent grant award issued on August 27, 2026.

The program supports a network of 51 LTAP Centers across the United States and Puerto Rico, plus seven regional Tribal Technical Assistance Centers. Funded activities include training course delivery, professional development programs, technical assistance, workforce development services, infrastructure management information transfer, safety and security resources, technology transfer materials, and technical publications and videos for local agencies and tribal governments. Recent awards funded by university-managed centers and state transportation departments cover statewide training and education operations, heavy equipment operator apprenticeships, highway construction workforce training programs, and technology transfer center management.

Award activity has accelerated significantly: the program generated one award in 2023, eight in 2024, 18 in 2025, and 32 in 2026 through late August. The Federal Highway Administration is the sole funder, obligating $11.2 million in federal dollars across 59 awards over the period, with recipient cost-share bringing total obligated dollars to $18.5 million. The assistance-type mix is predominantly Project Grants (83 percent, or 49 awards) with a smaller share of Cooperative Agreements (17 percent, or 10 awards).

Typical award magnitudes range from $31,250 to $420,000, with many state LTAP center awards clustering around $210,000 to $420,000. Recent highway construction workforce training grants have ranged from $227,780 to $375,000. A notably large award of $4.29 million went to Indiana in May 2024 for LTAP program-related expenses.

Representative recent awards include Nebraska's FY 2027 LTAP ($420,000, August 2026) for training assistance to state and local agencies; Clemson University's South Carolina Technology Transfer Service for FFY 2027 ($210,000, August 2026); Illinois's FY 2027 LTAP ($420,000, August 2026) for technology transfer and professional development; and a West Virginia Advanced Highway Training Project ($257,408, April 2026).

No recent grant opportunities are currently open in the source material. Applicants typically apply through state transportation departments using state acquisition procedures, or through competitive processes when LTAP Centers are managed by universities.
