About this program
The Department of Transportation Federal Highway Administration funds safe and adequate transportation infrastructure and public road access to and within Indian reservations, Indian lands, and Alaska Native Village communities under Assistance Listing 20.289, with the most recent grant award made on August 19, 2026. The program was formally established as a separate listing in August 2025, having previously rolled under Assistance Listing 20.205. Grant awards have been consistently disbursed through the past twenty months, with 161 awards in 2025 and 85 awards through August 2026, indicating a robust and active program. The Federal Highway Administration is the sole funding agency, administering all 246 recent awards totaling $499.4 million in federal obligations.
Awards fund transportation program funding agreements with individual tribes, tribal organizations, and Alaska Native Villages for fiscal-year allocations to support road infrastructure, maintenance, and access projects on tribal lands. Recent awards to the Navajo Nation in June 2026 totaled approximately $166.3 million across five separate project grants, representing the program's largest recipients. Other substantial awards include $18.9 million to Oklahoma tribal recipients through a formula grant in February 2026, $13.0 million to Kawerak (Alaska) in February 2026, and approximately $5.8 million to the Association of Village Council Presidents (Alaska) in August 2026. Smaller awards cluster in the range of $150 thousand to $4.4 million, with some awards to remote Alaska Native villages falling below $100 thousand.
The assistance-type mix is predominantly Project Grants, which account for 92 percent of awards (227 grants), with Formula Grants comprising 7 percent (17 awards) and Block Grants 1 percent (2 awards). Project grants typically fund single fiscal-year transportation allocations, while formula grants and block grants tend to span multi-year periods through October 2029. Contract authority from the Highway Trust Fund's Highway Account remains available for obligation for up to four years after authorization. No open grant opportunities are identified in the source material; applicants should consult individual Federal Highway Administration notices of funding for current solicitation details and selection criteria, which vary by project.
