The North Carolina Department of Transportation (NCDOT) received a $350,000 project grant from the Federal Highway Administration's National Culvert Removal, Replacement, & Restoration Grant Program (CFDA 20.276) on December 17, 2025, to replace a culvert carrying Pembroke Creek across State Road 1202 (Hickory Fork Road) in Chowan County near Edenton. The project involves removing and replacing NCDOT structure BP-021-2074 to improve aquatic organism passage (AOP) and upstream habitat access for anadromous fish species. The work is scheduled for completion by December 31, 2029. This culvert replacement project aligns with the federal grant program's priority of restoring fish passage and improving habitat conditions for species listed under the Endangered Species Act. The project will deliver both the physical infrastructure improvement—a new culvert structure designed to facilitate aquatic organism movement—and the resulting ecosystem benefit of expanded upstream habitat accessibility. The award represents one of the minimal but focused applications of this competitive federal program, which prioritizes culvert interventions that directly enhance fish passage restoration.

Fiscal Years 2024 Through 2026 Nationally Significant Federal Lands and Tribal Projects Competitive Grant Program
The Federal Highway Administration is seeking applications for the Nationally Significant Federal Lands and Tribal Projects Competitive Grant Program, with an application deadline of July 16, 2026, and will award up to $165 million across Fiscal Years 2024 through 2026. By statute, 50 percent of annual funds must support Tribal transportation facilities and 50 percent must support Federal lands transportation facilities; at minimum, FHWA must award funding to at least one eligible National Park Service project per fiscal year serving a unit with at least three million annual visitors. Eligible applicants include Federal Land Management Agencies, federally recognized Indian Tribes, and States or local governments when sponsored by a Federal Land Management Agency or Tribal government. Projects must involve construction, reconstruction, or rehabilitation of transportation facilities on or providing access to Federal or Tribal lands, with minimum estimated costs of $12.5 million based on preliminary engineering. Complete National Environmental Policy Act (NEPA) review is required at application time. The Federal share covers up to 100 percent of costs for Tribal transportation facilities and up to 90 percent for non-Tribal facilities, requiring a minimum 10 percent non-Federal match for the latter. There is no minimum or maximum award amount per project. Applications are evaluated on three merit criteria: infrastructure condition and economic competitiveness, innovation in project delivery, and project financing and location; project readiness assessment; and responsiveness to Department of Transportation priority considerations. Applications are due electronically through Grants.gov by 11:59 PM ET on July 16, 2026, with anticipated award announcements the week of August 31, 2026. Obligation deadlines are September 30, 2027 (FY 2024), September 30, 2028 (FY 2025), and September 30, 2029 (FY 2026).
