About this program
The Department of State Bureau of Educational and Cultural Affairs is awarding grants under Assistance Listing 19.451 to design and administer academic, professional, cultural, and youth exchange programs that develop mutual understanding between the United States and designated countries worldwide, with the most recent award made on September 29, 2025.
The program funds eligible nonprofit organizations and colleges and universities to design, administer, and coordinate international exchange initiatives. Recent awards have supported establishment of Fulbright University Vietnam (a long-running institutional development project spanning multiple years and millions in cumulative funding), small grants programs fostering American studies in the United Kingdom, summer work travel scholarships for foreign exchange visitors from marginalized populations across Africa, Europe, Eurasia, East Asia and the Pacific, and Near East and North Africa, leadership development seminars for active exchange program participants, and cultural heritage exchange initiatives. Several recent awards supporting Ukrainian exchanges (journalism, academic fellows, and STEM scholarships) and exchanges focused on climate change mitigation were terminated in alignment with executive orders.
The portfolio reflects 26 total grant awards from 2014 through 2025, with combined federal obligation of $63.3 million. Award activity has been irregular: 6 awards in 2023, 3 in 2021, 2 in 2024, 1 in 2022, and 1 in 2025. The assistance type mix is split evenly between Cooperative Agreements (54 percent, 14 awards) and Project Grants (46 percent, 12 awards). The Department of State Bureau of Educational and Cultural Affairs dominates funding, accounting for 24 of 26 awards and $63.1 million of federal dollars obligated. Award magnitudes vary widely, from tens of thousands of dollars for small grant administration programs to $10.4 million for Fulbright University Vietnam institutional development.
One grant opportunity is currently open: FY 2026 Stewards of Cultural Heritage (DFOP0018339), a cooperative agreement with a July 10, 2026 due date, soliciting a program implementer to convene 25-40 cultural ministers from select countries at a U.S. location for high-level discussions on cultural heritage and cultural property protection, with emphasis on combatting art trafficking and showcasing U.S. commercial and preservation advancements. Eligible applicants include higher education institutions (public and private) and 501(c)(3) nonprofits. Earlier opportunities posted in 2023 and 2022 for BridgeUSA scholarship programs across journalism, STEM, and academic disciplines have passed their application deadlines.
