About this program

The Department of State Office of the Biological Policy Staff (CFDA 19.334) funds international technical cooperation to strengthen implementation of the Biological Weapons Convention and improve the safety and security of biological research globally, with the most recent award closing on October 1, 2025.

The program is active but operates at modest scale. Two awards totaling $3.9 million in combined federal dollars have been obligated across a two-year period (October 2024 through October 2025), yielding a cadence of one award per year. The program distributes funds equally between the Department of State Bureau of International Security and Nonproliferation and the Bureau of Arms Control Verification and Compliance, each funding $2 million to date.

Funded activities focus on building foreign-government capacity to operationalize the Biological Weapons Convention, including support for technical cooperation to strengthen laboratory biosafety and biosecurity policies, national-level implementation frameworks, and investigation mechanisms for alleged chemical and biological weapons use. Recent awards funded a cooperative agreement on improving safety and security of biological research ($1.973 million, awarded October 1, 2025, extending through December 31, 2027) and a project grant supporting technical cooperation with partner countries and operationalization of the UN Secretary-General's Mechanism for investigation ($1.970 million, awarded October 1, 2024, extending through September 30, 2027).

The program split evenly between Cooperative Agreements and Project Grants in the recent portfolio. Award magnitudes cluster around $2 million per award.
