About this program

The Department of State Bureau of Human Resources administers the William D. Clarke, Sr. Fellowship (Assistance Listing 19.207) to recruit and develop diverse talent for careers as Diplomatic Security Special Agents in the Foreign Service, with a current open opportunity due December 23, 2024.

The program has awarded three Cooperative Agreements totaling $4.5 million federal dollars obligated since September 2022, with one award per year through January 2024. All three recent awards ($1.5 million each) funded recipient organizations to conduct recruitment, selection, and professional development activities for the fellowship cohorts. The most recent award (January 2024) runs through May 31, 2027. Program activity is consistent: the source confirms the program is not currently making new awards beyond those already funded, though previously awarded projects continue reporting expenditures through their performance periods. The Department of State Bureau of Human Resources is the sole funding agency for the program.

The program funds educational support and professional development designed to attract highly talented candidates representing the cultural, social, ethnic, racial, gender, and geographic diversity of the United States to Foreign Service careers focused on diplomatic security. Recent cooperative agreement amendments clarify that "diverse" reflects strategic recruitment across all geographic regions and educational institutions, with merit-based selection of fellows.

Eligible applicants are limited to 501(c)(3) nonprofits. Recipients must submit quarterly program and financial reports 30 days after each calendar quarter and a final certified report within 90 days of award period end. Prior written approval from the Department of State Grants Officer is required for changes in project scope or objectives, key personnel substitutions, principal investigator absence exceeding three months or a 25 percent reduction in time devoted to the project, requests for additional federal funding, transfers of indirect to direct costs, or performance period extensions.

The 2026 William D. Clarke, Sr. Diplomatic Security Fellowship (Solicitation DFOP0017022) is currently open, soliciting one Cooperative Agreement award for program administration and implementation, with a due date of December 23, 2024. Applicant types remain restricted to 501(c)(3) nonprofits.
