About this program

The Department of Labor Occupational Safety and Health Administration (OSHA) funds instructor-led occupational safety and health training for workers and employers through the Susan Harwood Training Grants program (CFDA 17.502), with the most recent grant awards made on September 30, 2025, and two open opportunities due July 31, 2026.

OSHA established this discretionary grant program in 1978 under Section 21 of the Occupational Safety and Health Act and renamed it in 1997 to honor Susan Harwood. The program distributes grants to nonprofit organizations that develop and deliver training addressing workplace hazard recognition, avoidance, and control. Recent awards fund training on excavation and trenching, confined space safety in livestock operations, electrical and fall hazards, chemical safety, warehousing hazards, hazardous energy management, and heat and temperature exposure. The program prioritizes training for workers and employers in high-hazard industries, industries with elevated fatality rates, and disadvantaged or hard-to-reach populations including young workers, temporary workers, minorities, limited-English speakers, and those with low literacy. Grantees deliver instructor-led classroom training with a standard 12-month performance period.

Since 1994, the program has obligated $257.8 million in federal dollars across 1,824 awards. OSHA's Occupational Safety and Health Administration accounts for 1,749 awards ($248.7 million), with the broader Department of Labor contributing 75 awards ($9.1 million). The portfolio is predominantly Project Grants (97 percent), with smaller shares of Cooperative Agreements (2 percent) and Block Grants (1 percent). Recent annual award volume has averaged roughly 100–130 awards per year, with 18 awards in the first portion of fiscal 2025. Recent block grants to state and regional training centers range from $179 thousand to $1.9 million; project grants in the $74,000 to $480,000 range typically support targeted-topic training delivery or materials development.

Two FY 2026 opportunities are now open with a July 31, 2026 due date: Solicitation SHTG-FY-26-01 (Targeted Topic Training, maximum $215,000 per award) and SHTG-FY-26-02 (Training and Educational Materials Development, maximum $95,000 per award). OSHA has made $12.787 million available for FY 2026 new grants. Applicants are restricted to one award per fiscal year and must be nonprofit organizations including qualifying labor unions, community-based organizations, faith-based organizations, employer associations, state or local government-supported institutions of higher education, Indian tribes, and tribal organizations.
