About this program

The Department of Justice Office of Justice Programs Bureau of Justice Assistance (CFDA 16.825) has not disbursed grant awards under the Smart Prosecution Initiative since October 2021, with $0 in federal funding obligated in the past two years and no active awards currently tracked on USASpending.gov.

The program funds state, local, and tribal prosecutors to develop data-driven strategies and operational improvements that reduce violent crime and increase public safety. Awarded grants support case management system modernization, prosecution of specific crime categories (gun violence, opioids, domestic violence, cyber crime), digitization of case files, forensic evidence analysis infrastructure, intelligence and data analytics capabilities, prosecutorial staffing for specialized units, restorative justice programs, and training initiatives. Recent awards reflected investments in technology platforms for case management, real-time ballistics and arrest alert systems, geographic crime mapping, and multi-agency information-sharing infrastructure across jurisdictions.

The portfolio comprises 90 awards over the program's lifetime (2014–2021). The assistance-type mix skews toward Project Grants (41 percent, 37 awards) and Block Grants (29 percent, 26 awards), with Formula Grants representing 28 percent (25 awards) and Cooperative Agreements just 2 percent (2 awards). The Bureau of Justice Assistance dominated funding, obligating $27.6 million across 86 awards; two DOJ Office of Justice Programs awards contributed $838 thousand and one DOJ award $435 thousand, for a combined federal total of $28.9 million.

Recent award activity peaked in 2021 with 25 awards before the program entered dormancy. Awards in 2021 to Caddo Parish District Attorney's Office ($56,065), San Joaquin County District Attorney ($261 thousand), and Jefferson Parish District Attorney ($0 obligated but detailed in GWEN's Law initiative for intimate partner violence prosecution infrastructure) exemplify the program's scope. A 2020 cooperative agreement with Aequitas ($1 million) provided training and technical assistance nationally to participating prosecutors.

The most recent published grant opportunity closed April 29, 2024 (BJA FY24 Smart Prosecution – Innovative Prosecution Solutions, Solicitation O-BJA-2024-172010). No subsequent opportunities have been posted since. The program carries a "pending archive note" signaling inactive status despite historical funding presence.

Objective and description

Objective

Program goal(s) name: Support prosecutors to solve chronic problems and fight violent crime. Program goal(s) description: Improve prosecutor operations to more efficiently and effectively aid communities in achieving a reduction in crime. Program

Description

PENDING ARCHIVE NOTE: There are no active awards against this listing on USASpending.gov and $0 in funding for the past two years. This program provides funding, training, and assistance to state, local, and tribal prosecutors to develop effective strategies and programs to address and prosecute individuals who commit violent crime. Recognizing that many prosecutors' offices carry attorney caseloads well above the recommended level, lack critical support staff, and have had to rely on outdated technology, this program also supports the use of technology, intelligence, and data analytics in innovative ways that enable prosecutors to focus resources on the people and places associated with high concentrations of criminal activity.
